On February 1, the International Olympic Committee and the Beijing Winter Olympic Organizing Committee held a meeting of the official observer program coordinators of the Beijing Winter Olympic Games, officially launching the implementation of the observer program.

The Observer Program is a learning event that inherits the knowledge, skills and experience of Olympic games preparations, with the aim of cultivating talents for the Olympic Games and promoting the sustainable development of the Olympic Movement. Since the 2002 Winter Olympics in Salt Lake City, the International Olympic Committee has organized the staff of the future Olympic Organizing Committee to participate in the observer program at each Olympic Games. During the period from 2016 to 2021, the Beijing Winter Olympic Organizing Committee sent a total of 687 staff members to participate in the Rio Olympic Games, the Pyeongchang Winter Olympics, the Tokyo Olympic Games and various winter events world championships and World Cup observer programs, harvesting fruitful learning results and cultivating the backbone of the games.

The Beijing 2022 Winter Olympics coincides with the 20th anniversary of the implementation of the observer program, and 66 people from the Paris Olympic Organizing Committee, the Gangwon-do Winter Youth Olympic Organizing Committee, the Milan-Cortina d'Ampezzo Winter Olympic Organizing Committee, the Brisbane Olympic Organizing Committee and other future organizing committees will send 66 people to China in batches to participate in this learning activity.

The Beijing Winter Olympics observer program has a total of more than 60 learning activities, which last for 20 days, involving 12 competition venues and 10 non-competition venues in beijing, Yanqing and Zhangjiakou. Since February 2, observer activities have been launched one after another, and the future Olympic Organizing Committee will participate in a series of on-site learning activities and distance learning activities, including venue operation, competition organization, event experience, landscape identification, brand protection, etc. The responsible persons of the relevant venues and business fields of the Beijing Winter Olympic Organizing Committee will share their experience and achievements with the future Olympic Organizing Committee in the role of "master".

Yan Cheng, director of the Human Resources Department of the Beijing Winter Olympics Organizing Committee and convener of the information and knowledge management team, said, "According to the requirements of the Host City Contract, it is the responsibility and obligation of the Beijing Winter Olympic Organizing Committee to pass on information and knowledge to the future Olympic Organizing Committee, and it is also the specific practice of sharing the Olympic Games. The Beijing Winter Olympics Organizing Committee, once a beneficiary of the observer program, now needs to be a contributor. We are willing to open our minds, share information and knowledge with the future Olympic Organizing Committee, and make due contributions to the development of the Olympic Movement. ”

Chris Dolby, executive director of the Olympic Department of the International Olympic Committee, said, "In the past six years or so of preparation, the Beijing Winter Olympic Organizing Committee has been very good at integrating and using international and domestic learning resources, and has set an example for the Olympic Organizing Committees in knowledge management and talent training. Knowledge management has become the cornerstone of Beijing's 2022 preparations. It is hoped that the future Olympic Organizing Committee will earnestly learn from the Beijing Winter Olympic Organizing Committee through participating in the observer program and study the operation and management experience of the Olympic Games under the situation of covid-19 epidemic prevention and control. ”

It is understood that since October 2021, the International Olympic Committee and the Beijing Winter Olympics Organizing Committee have launched the preparation of observer programs. The two sides coordinated the epidemic prevention and control and observer learning activities, and carefully designed and deduced the content and streamline of various activities to ensure the delivery of a simple, safe and wonderful series of observer learning activities.
