I. What are the main considerations for issuing the Guiding Opinions on Strengthening the Construction of Public Health Committees of Village (Resident) Committees?

Community prevention and control is an important part of the prevention and control of the new crown pneumonia epidemic. General Secretary Xi Jinping pointed out: "There are two positions in the fight against the epidemic, one is the hospital to save lives and help the injured, and the other is the community prevention and control position. The key to unremittingly doing a good job in epidemic prevention and control depends on the community." The Public Health Committee of the Village (Resident) Committee (hereinafter referred to as the "Public Health Committee") is an important force in organizing the masses to participate in community prevention and control work.

The Opinions of the CPC Central Committee and the State Council on Strengthening the Modernization of the Grassroots Governance System and Governance Capacity put forward clear requirements for strengthening the construction of public health committees. In order to further improve the community prevention and control system of the new crown pneumonia epidemic, consolidate the grass-roots foundation of joint prevention and control and mass prevention and control, improve the level of basic public health services, and effectively protect the health and life safety of the masses, on the basis of carefully summarizing the experience of various localities, the Ministry of Civil Affairs, the National Health Commission, the State Administration of Traditional Chinese Medicine, and the State Administration of Disease Control issued the Guiding Opinions.

2. What are the general requirements for the construction of public health committees?

The "Guiding Opinions" require that, under the guidance of townships (streets) and the leadership of village (community) party organizations, strengthen the mechanism, team and capacity building of public health committees, improve the standardization, systematization and socialization level of public health work in villages (communities), strive to achieve full coverage of public health committee mechanisms, universal improvement of capabilities, and effective play of roles in about two years, and initially establish a grass-roots public health management mechanism that dynamically links normalized management and emergency management, so as to implement the Healthy China Strategy. Promoting the modernization of people's democracy and grass-roots governance in the whole process has played an active role.

3. What are the responsibilities of the Public Health Committee in community prevention and control?

The "Guiding Opinions" proposes that the basic responsibilities of the public health committee include: formulating village (community) public health work plans and emergency response plans for public health emergencies, organizing and carrying out emergency drills for public health emergencies; and carrying out infectious diseases and major epidemic prevention and control and handling with the support and guidance of health departments. In the event of a public health emergency, the public health committee shall do a good job in emergency response according to the unified scheduling of grass-roots party committees and governments, and organize and mobilize social organizations, social charity resources, social workers, and community volunteers to participate in epidemic prevention and control work.

How do public health committees operate effectively?

The Guiding Opinions make it clear that the public health committee is a subordinate committee of the village (resident) people's committee, and carries out its work under the unified leadership of the village (community) party organization and the unified management of the village (resident) people's committee. Establish and complete coordination and linkage work mechanisms for village (community) health service institutions and public health committees, and assist in providing health services for key groups such as the elderly, minors, persons with disabilities, and family members in difficulty in the community. The "Guiding Opinions" proposes that the ways for the public health committee to contact and serve the residents include: First, widely absorb medical personnel from township health centers, village clinics, street (community) health service centers (stations), medical institutions within community old-age service institutions, and health instructors, family health workers, and retired medical personnel as members of the public health committee; second, organize residents to do a good job in village (community) environmental sanitation work, carry out patriotic health and other activities; third, organize and mobilize social organizations, Social charity resources, social workers, and community volunteers participate in activities such as health and epidemic prevention, popularization of residents' health knowledge, environmental sanitation and rectification, and garbage classification publicity and duty.

6. How to ensure the implementation of the task of building a public health committee?

The "Guiding Opinions" emphasize that the civil affairs, health, traditional Chinese medicine management, and disease control departments in all localities should formulate specific measures for the construction of public health committees in combination with local realities, strengthen communication and coordination with relevant departments, and promote townships (streets) to strengthen guidance, support and assistance for the construction of public health committees; regularly organize special training, daily training and core knowledge training for epidemic prevention and control for public health committees.

The Public Health Committee of the Village (Resident) Committee (hereinafter referred to as the Public Health Committee) is a subordinate committee of the Village (Resident) Committee and an important part of the grass-roots mass autonomous organization system. 2. Key tasks

(1) Do a good job of mechanisms and team building. The composition of the public health committee and the division of responsibilities shall be clarified within 30 days after the completion of the work transfer by the village (resident) committee elected by the new term; its director shall generally be concurrently served by the members of the village (resident) committee, and may also be concurrently served by the deputy director of the village (resident) committee; its deputy director may be concurrently served by the staff of the village (community) health service institution. Widely absorb medical personnel, health instructors, family health workers and retired medical personnel of medical institutions within township health centers, village clinics, street (community) health service centers (stations), and community old-age service institutions as members of public health committees; encourage village (community) mass organizations, social organizations, resident units, and property service enterprises to participate in relevant working mechanisms.

(2) Clarify basic duties. The basic responsibilities of the public health committee are to organize residents to do a good job in village (community) environmental sanitation work and assist in providing village (community) public health services, including: formulating village (community) public health work plans and emergency response plans for public health emergencies, organizing and carrying out emergency drills for public health emergencies; cultivating and guiding community social organizations, especially volunteer service organizations, in the field of public health; and assisting in providing basic public health services and carrying out the prevention and control of infectious diseases and major epidemics under the support and guidance of health departments 2. 3. Work requirements

(1) Strengthen organizational leadership. Local civil affairs, health, traditional Chinese medicine management, and disease control departments should attach great importance to it and formulate specific measures for the construction of public health committees in combination with local realities. Civil affairs departments are responsible for guiding the strengthening of the organizational system of village (resident) committees, and for maintaining close ties between public health committees and residents. The departments of health, traditional Chinese medicine management and disease control are responsible for guiding the strengthening of the capacity building of the public health committee and improving its professional quality and work efficiency. It is necessary to rely on the coordination mechanism of urban and rural community governance and community service work at all levels, strengthen communication and coordination with the ecological environment, housing and urban-rural construction, transportation and other departments, and form a joint force for the work of grasping and managing together. It is necessary to promote the implementation of townships (streets) to guide the responsibility of grass-roots mass autonomy and grass-roots public health work, and strengthen guidance, support and assistance for the construction of public health committees. It is necessary to strengthen the leadership of village (community) party organizations over the construction of public health committees, and strengthen the role of checking the candidates for members of the public health committees.

(2) Complete safeguard mechanisms. Further clarify the functional positioning of township (street) health management service institutions, strengthen support for grass-roots health work funds and working conditions, and enhance grass-roots public health governance capabilities. Coordinate the use of relevant funds invested by all levels and departments in villages (communities) that meet the conditions, support the public health work of villages (communities) and strengthen the construction of public health committees, and implement village (community) emergency and epidemic prevention material reserves. Explore the adoption of project demonstration methods, implement government procurement of services in the field of public health services, and support village (resident) committees and professional social organizations to undertake.

(3) Strengthen capacity-building. Health and civil affairs departments, together with townships (streets), should regularly organize special training for members of the public health committee and backbone of community volunteers to enhance their professional ability, mass work ability and self-protection ability; promote village (community) health service institutions to strengthen the daily training of public health committee members, help them master the policy provisions, emergency response skills, and health science knowledge in the field of public health at the grass-roots level; and carry out core knowledge training for the relevant requirements of epidemic prevention and control in the event of a public health emergency. Encourage the application of TCM techniques in public health services. Encourage the development of grass-roots public health service modules relying on smart community information systems and simple application software, and improve the level of informatization and intelligence in the work of public health committees.

(4) Do a good job of popularizing experience. All localities may choose a number of places with a good foundation for grass-roots mass autonomy and grass-roots public health work to carry out pilot projects, explore and form more mature implementation strategies and policy ideas, and then comprehensively promote them. Pilot areas that have completed the replacement of village (resident) committees and have not yet established public health committees should pay close attention to clarifying the candidates. In the process of exploring and practicing, attention should be paid to strengthening the convergence with policies for reducing the burden on the grass-roots level; attention should be paid to listening to the opinions of village (community) party organizations, village (resident) committees and village (resident) people, and attention should be paid to consulting the grass-roots mass autonomy and the suggestions of experts and scholars in the field of grass-roots public health; and on the basis of exploration and practice, the system of building public health committees can also be improved to ensure the long-term operation of public health committees.
