In July 1913, after the defeat of the Second Revolution, Cai Gongshi and Sun Yat-sen went into exile in Japan. In March 1916, the two returned to Shanghai together, and participated in the Patriotic Movement and the War of Defending France, and never left Sun Yat-sen.

Because he had traveled east to Japan twice, he spoke Japanese very well, and during his time as a secretary to Sun Yat-sen, as long as it involved Japanese affairs, he mediated from it at the same time.

On April 9, 1928, when Chiang Kai-shek, together with Feng Yuxiang, Yan Xishan, and Li Zongren, attacked Fengzhi in the north, Cai Gong, who was fluent in Japanese, was appointed by the National Government in Nanjing as a member of the Field Committee and director of the Foreign Affairs Office, and later appointed as a Shandong negotiator, whose main responsibility was to represent the Ministry of Foreign Affairs in handling diplomatic matters outside the theater.

On May 1, Cai Gongshi and his party of 18 people took a special train into Jinan, and on the morning of May 3, there was a sudden burst of gunfire outside the Negotiation Office, at this time, Cai Gongshi found that a group of Japanese soldiers hid in the Opposite Christ Hospital to shoot at the Northern Expeditionary Army, and soon after, they began to wantonly hunt down and kill all the soldiers and civilians in the city, creating the "Jinan Massacre" that shocked China and foreign countries.

At 9 p.m., more than 50 Japanese soldiers with guns broke into the office, tore up the flag of the Nationalist government, as well as the portrait of Dr. Sun Yat-sen, and forcibly plundered documents. Witnessing everything, Cai Gongshi couldn't bear it anymore and sternly condemned the sabotage of the Japanese army in Japanese.

According to later data, in the Jinan massacre, 6123 Chinese soldiers and civilians died, injured 1700 people, and suffered 30 million yuan in property losses.
