In order to further strengthen the administrative trial, state compensation, and non-litigation enforcement work of the city's courts, and continuously improve the quality and efficiency of trials, from October 18 to 20, the Municipal Intermediate People's Court organized and held the city's courts administrative trial, state compensation, non-litigation enforcement work conference and business study, case exchange and evaluation activities at the Party School of the Xiangtan County Cpc Committee of the COMMUNIST Party of China. Zheng Hong, member of the party leading group and vice president of the court, all the personnel of the administrative tribunal, the compensation committee, and the non-litigation executive bureau, as well as the leaders of the competent courts and all the personnel of the administrative divisions of the Yuhu and Yuetang courts, the leaders of the xiangtan county, Xiangxiang, and Shaoshan courts, the responsible persons of the comprehensive divisions, and the assistant judges attended the meeting.
On the afternoon of the 18th, the Municipal Intermediate People's Court and the administrative adjudicators of the two courts with centralized jurisdiction in Yuhu and Yuetang conducted in-depth comments and exchanges of views on nine administrative development and reform cases.

On the morning of the 19th, Huang Yifan, a senior judge of the First Administrative Division of the Provincial Higher People's Court who has been deeply involved in administrative adjudication for many years, was invited to give a lecture. Judge Huang Yifan gave a detailed explanation of the content of the guidelines issued by the Provincial Higher People's Court on the adjudication of expropriation decisions and compensation decisions on state-owned land, and focused on the thinking and adjudication standards of the Administrative Tribunal of the Provincial Higher People's Court on such cases.
During the meeting, Liu Hong, president of the Administrative Division of the Municipal Intermediate People's Court, gave a briefing and made demands on judicial performance appraisal, summary procedures, pre-litigation mediation, and other work; Huang Zaiqiang, director of the Compensation Commission, gave a lecture on administrative punishment and state compensation; Li Yaqin, director of the Non-Litigation Enforcement Bureau, made further demands on non-litigation enforcement cases; Xie Ying and He Xiang, vice presidents of the Administrative Division; and Qin Zexiang, deputy director of the Compensation Commission, also gave detailed explanations on the trial ideas of administrative agreements, the writing of judgment documents, and the review of the time limit for prosecution.
Vice President Zheng Hong affirmed the meeting and business learning and exchange activities. He stressed: First, it is necessary to strengthen the construction of the administrative trial team and ensure that the trial team is honest and self-disciplined; second, it is necessary to strengthen professional study, continuously improve the level of trial operations and the quality and efficiency of trials; third, we must strengthen trial management supervision, and give full play to the role of internal supervision mechanisms such as collegial panels, court presidents' supervision, and professional judges' meetings; fourth, we must strengthen the communication and linkage of courts at higher and lower levels, further unify the adjudication standards of administrative cases, and make unremitting efforts to raise administrative trial work to a new level in 2021.
