Zhou Xuan believes that the financial industry is the foundation of Futian's economic growth and the needle of the sea god, while the venture capital fund is the living water and engine of the financial industry. According to relevant government data, the added value of Futian's financial industry accounts for more than 40% of the region's GDP, and it is the core industry that Futian cannot take lightly. As a source of financial vitality, venture capital funds are the locomotive that drives the strong development of financial and real industries, especially science and technology enterprises. Shenzhen's venture capital fund has invested more than 3,000 local start-up enterprises, formed an equity capital of 400 billion yuan, and promoted the domestic listing of more than 500 enterprises, making outstanding contributions to the real economy.

Therefore, venture capital funds are the key to consolidating the financial highland of Futian District and building an "active venture capital center"

However, in her opinion, Foton Venture Capital Fund also faces some serious problems. For example, the management scale and annualized growth rate of Shenzhen venture capital funds are much lower than those of Beijing and Shanghai, facing the risk of falling out of the first echelon; the fundraising, investment and exit of venture capital funds are full of difficulties, "In view of this, the government needs to start from the fund raising, investment and exit links to reform, strengthen Futian stock funds, and attract high-quality incremental funds to settle in Xiangmi Lake, so as to achieve 'strong Hengqiang' and maintain the status of Futian Financial Highland." ”

She suggested that we should innovate ideas, accurately focus on the fundraising, investment and exit of venture capital funds, and build "Xiangmi Lake" into a venture capital center with international influence.

In the fundraising process, enrich the investment subjects and attract the investment team. Promote the "chain length system", establish a top-level government overall planning mechanism, enrich investment entities and fund raising channels, promote fund tax incentives, and encourage more long-term funds to enter.

In the investment link, we will build an investment docking platform on a regular basis and increase the proportion of return investment to Futian enterprises. Create a docking platform for funds and industry to help the fund efficiently find good investment targets; establish a merchant-type venture capital fund to increase the proportion of return investment in Futian enterprises.

In the exit link, the transfer of private equity shares will be carried out on a pilot basis, and the Shenzhen Stock Exchange and the Hong Kong Stock Exchange will be made good use to form a diversified exit mechanism for funds. Strive for the support of the municipal government, set up a fund share transfer platform, pilot private equity and venture capital share transfer, "Shenzhen Stock Exchange + Hong Kong Stock Exchange + Qianhai Equity Exchange Center", through the multi-level capital market for venture capital funds to exit after investment.
