The policy clearly breaks the rules of the same field competition, and implements separate grouping, evaluation and separate determination of the pass rate for grass-roots talents in the four prefectures of southern Xinjiang who participate in the appraisal title, so that grass-roots talents can more easily stand out.

The Xinjiang meteorological department meticulously organized, refined the plan, expanded publicity, and carried out research through various means such as holding symposiums, field investigations, written solicitation of opinions, and online questionnaires to ensure that the evaluation of "targeted evaluation and targeted use" professional titles was grounded and achieved practical results.

In the specific evaluation, the formulation of review conditions pays attention to "tailor-made" and grading and classification. Professional and technical personnel of public institutions participate in the appraisal of professional titles, often limited by the proportion of post structure, if the number of unit posts is limited, the proportion control is strict, professional and technical personnel do not necessarily be able to hire after obtaining the title. The salary treatment and employment are linked, and if they cannot be hired, they cannot cash in the corresponding salary treatment, which eventually leads to the loss of talent.

Reform needs to break through conventions, break through restrictions, and open up another way for the growth of grassroots talents. The "double orientation" policy clearly points out that in accordance with the principle of "total quantity control, separate proportions, and dedicated posts", all localities do not occupy the existing professional and technical middle and senior posts in the unit, and set up professional and technical posts for targeted use separately, effectively solving the problems of few posts, low levels and difficult promotion of grass-roots talents.
