Guizhou Province should attach great importance to the construction of overseas warehouses and help the high-quality development of Guizhou's open economy. The Guizhou Provincial Government Work Report pointed out that the development of an open economy will be accelerated in 2022. Among them, the implementation of the action plan for the doubling of foreign trade, foreign investment and cross-border e-commerce will support the layout of overseas warehouses of Guizhou products in major overseas markets, promote the export of "Made in Guizhou", and increase the total import and export volume by more than 30%.
In 2021, China clearly proposed to solidly promote the construction of cross-border e-commerce comprehensive pilot zones, cultivate a number of outstanding overseas warehouse enterprises, and promote the construction of overseas warehouse standards. The Guizhou Provincial Committee of the Zhi Gong Dang proposed that Guizhou can learn from the advanced experience of Zhejiang, Guangdong, Tianjin, Sichuan and other places to improve the construction of the "six systems and two platforms" of the China (Guiyang) Cross-border E-commerce Comprehensive Pilot Zone and the China (Zunyi) Cross-border E-commerce Comprehensive Pilot Zone, and support enterprises to accelerate the layout of overseas warehouses in key markets.
At present, the number of overseas warehouses in China exceeds 2,000, with a total area of more than 16 million square meters, and nearly 90% of the overseas warehouses are laid out in North America, Europe and Asia, and the business scope radiates around the world. Guizhou Province only officially opened the "cross-border e-commerce B2B direct export" and "cross-border e-commerce export overseas warehouse" and other businesses in July 2021, and at present, only the United States, Poland, Myanmar, Kenya, and Hong Kong have 5 cross-border e-commerce export overseas warehouses.
Wang Yuanyuan said that Guizhou Province mainly exports light industry, auto parts, electronic appliances and other products, cross-border e-commerce export objects are ASEAN, the European Union, Japan, Russia and other countries and regions, most of the high level of economic development, good logistics infrastructure, e-commerce market is more mature, very suitable for overseas warehouse business. Guizhou can rely on these overseas warehouses to "borrow warehouses to go to sea". In the equipment manufacturing industry, big data, energy, chemical industry and other fields also have comparative advantages, can cooperate with foreign countries and regions with demand, production and manufacture of local marketable products, and steadily develop overseas warehouse business.
In order to do a good job in the construction of Guizhou overseas warehouses, the Guizhou Provincial Party Committee of the Zhi Gong Dang suggested that relying on the first-mover advantage of Guizhou's big data industry, we should actively create a big data service alliance for overseas warehouse supply chains; jointly build a "China (Guizhou) Overseas Warehouse Wisdom Cloud Brain" to precipitate core data assets in the "China Guizhou Data Center"; build a big data overseas warehouse service platform, iteratively upgrade online marketing, flexible supply chain, brand promotion and other service functions, and guide overseas warehouse enterprises to "use data to empower wisdom". Provide big data analysis and empowerment services such as opportunity insight for export-oriented industries in Guizhou Province.
The Guizhou Provincial Committee of the Zhi Gong Dang suggested that Guizhou actively cooperate with Chongqing, Sichuan, Guangxi, Yunnan and other surrounding areas to share resources and save costs; use shifts as nodes to create an overseas warehouse logistics system in the form of head and multimodal transportation; promote the transformation from a single warehouse logistics node to an overseas operation center with integrated services such as marketing promotion, supply chain finance, and after-sales maintenance; concentrate the industrial chain in the province to the target market and extend to the surrounding markets through the "front store and rear warehouse" and "front and back warehouse" models; cultivate and introduce a number of customs collection, remittance, and other integrated services.
