Allegedly aiding information cybercrime
On January 12 and 13, 2022, Su Moubin, Zhang Mouyong, Chen Moupeng, Zeng Mouxian and other four criminal suspects were forced to surrender themselves to the Lianzhou police station under police pressure.
In mid-January, the police of lianzhou police station found in their work that four people, including Zeng Mouxian, Zhang Mouyong, Chen Moupeng and Su Moubin, were suspected of helping information network criminal activities, and immediately began to verify and collect evidence.
After investigation, in December 2021, the criminal suspects Zeng Mouxian and Zhang Mouyong needed to increase the bank loan amount, so they provided bank cards and mobile phone cards under their names to others to help "pack" the bank card transfer flow. The bank card under the name of criminal suspect Zeng X is suspected of helping the settlement of information network criminal activities up to more than 39,000 yuan, and the bank card under the name of criminal suspect Zhang Mouyong is suspected of helping the settlement amount of information network activities up to more than 140,000 yuan. Criminal suspect Chen Moupeng learned through the introduction of friends that only need to provide bank cards to the fraud gang, each transfer of 10,000 yuan can get the corresponding remuneration, Chen Moupeng through his friends contact, the name of the bank card and the bound mobile phone card to a friend to assist in posting, Chen Moupeng's bank card is suspected of helping information network crimes to pay and settle up to more than 30,000 yuan; criminal suspect Su Moubin's bank card is suspected of helping information network crimes to pay and settle up to 27,000 yuan.
After interrogation, the criminal suspects Zeng Mouxian, Zhang Mouyong, Chen Moupeng, Su Moubin and other 4 people confessed to the illegal and criminal facts of providing bank cards to others for use in engaging in cybercriminal activities. At present, the criminal suspects Zeng Mouxian, Zhang Mouyong, Chen Moupeng, Su Moubin and other 4 people have been taken criminal compulsory measures by the Hepu police in accordance with the law, and the relevant cases are being further investigated.

Where the sale, leasing, or lending of one's own bank cards or telephone cards is suspected of telecommunications network fraud and other illegal crimes, the public security organs will pursue legal responsibility in accordance with law, and push them to the relevant departments for credit punishment. The general public is requested to properly keep their identity cards, bank cards, online banking U shields, mobile phones, etc., and do not sell, rent, or lend identity documents and bank cards to others for illegal use for the sake of temporary profits; if personal information is leaked or bank cards are stolen, they should report the loss of bank cards as soon as possible, and promptly report to the public security organs, and provide relevant evidence to cooperate with the public security organs in carrying out case investigation work.
