On January 14, the Yangtze River Delta Rule of Law Dialogue and the Yangtze River Delta 12 Cities Cultural Market Collaborative Comprehensive Governance Work Conference was held through video conferencing. Guided by the Department of Culture and Tourism of Zhejiang Province and hosted by the Taizhou Municipal Bureau of Culture, Radio, Television, Tourism and Sports, the conference aims to vigorously promote the cooperation and exchange of administrative law enforcement in the cultural market of the Yangtze River Delta and contribute to the integrated and high-quality development of the Yangtze River Delta.
At the meeting, 12 cities in the Yangtze River Delta exchanged special highlights in 2021 and studied and discussed key tasks such as case handling, market supervision, law enforcement reform, and team building. Focusing on the bailout of the tourism industry, the solution of the problem of arrears of group payments between travel agencies, the opening of the "green channel" for tourism complaints in the Yangtze River Delta, as well as the new format of e-sports stations, e-sports hotel supervision and other themes, various cities conducted in-depth discussions, actively shared experiences and practices, frankly exchanged insights, and formed rich research results. Wang Tianxing, member of the Rule of Law Expert Committee of the Ministry of Culture and Tourism and associate professor of the Beijing Second Chinese College, Fu Linfang, an outstanding expert of the Ministry of Culture and Tourism and professor of Zhejiang Tourism Vocational College, hu Bin, member of the Rule of Law Expert Committee of the Ministry of Culture and Tourism and associate professor of Zhejiang University of Great Cities, etc., have explained and interpreted in a simple and in-depth manner the current hot and difficult issues concerned by cultural tourism enterprises and the masses, not only talking about the profound experience with theoretical height from a macro perspective, but also talking about constructive development measures in combination with the actual development of cultural tourism. It has played a good exemplary and leading role in further promoting the integrated high-quality development of the Yangtze River Delta. Finally, the "Taizhou Consensus" was formed on deepening regional cooperation and achieving high-quality development.
Zhang Zhuojun, member of the party group of Taizhou Municipal Bureau of Culture, Radio, Television, Tourism and Sports, and captain of the municipal cultural market administrative law enforcement team, said that in order to overcome the impact of the epidemic, this meeting was held for the first time in the form of online cloud, the content of the meeting was compact and the theme was clear, which was based on the present, solved the practical difficulties of tourism enterprises hit hard by the epidemic, helped optimize the business environment, and promoted the realization of common prosperity, but also focused on the long term, forward-looking to strengthen the supervision of new formats, open up cultural tourism cooperation channels in the Yangtze River Delta, and achieve high-quality development of tourism. The implementation of the national Yangtze River Delta integration development strategy contributes to the strength of Taizhou. Luo Wenbin, director of the Office of the Leading Group for the Integration of the Yangtze River Delta Construction of the Department of Culture and Tourism of Zhejiang Province, pointed out that the integrated development of the Yangtze River Delta region is a national strategy. The administrative law enforcement agencies of the 12 urban cultural markets should closely follow the two keys of "integration" and "high quality", make full use of their strengths and avoid their weaknesses, complement each other's advantages, establish and improve an integrated collaborative case-handling mechanism, a joint law enforcement and a joint disciplinary action mechanism, strengthen cooperation in standardizing law enforcement, information sharing, demonstration and innovation, and communicate closely in terms of team training, practical teaching, case exchange, and skill competition, jointly enhance the overall law enforcement and case-handling capabilities of the Yangtze River Delta, and make greater contributions to the construction of a unified, open, competitive, and orderly Yangtze River Delta market system. It also provides practical samples for the reform of the administrative law enforcement system of the national cultural market, mechanism innovation and system improvement.
