On May 20, 2020, the Tengchong Municipal Public Security Bureau of Baoshan City, Yunnan Province, established the "Simola Public Security Volunteer Service Team", which has become an important relying force for Simola's daily public security and traffic management work, and was renamed as the "Simola Happiness Guard" in August 2021, realizing the deep integration with the rural governance system such as "Ten Households Joint Defense" and "Three Members and Three Chiefs System".
At present, there are 13 members of the escort team, the captain is the community police of the Qingshui Police Station of the Tengchong City Public Security Bureau, the team members are composed of village party members, group leaders, joint defense group leaders, road chiefs, and lane chiefs, unified team flags, team emblems, team uniforms, and the Qingshui police station regularly conducts business training around "traffic diversion, public security patrols, fire safety, conflict resolution, publicity launch, information collection, and self-protection".
In 2021, the "Simora Happiness Guard" cooperated with the police station to participate in more than 300 traffic diversions, carried out more than 20 safety hazard investigations, 9 emergency drills, rectified 38 safety hazards, and achieved "zero occurrence" of traffic and fire accidents.
The "Happiness Guard" actively cooperated with the police station to carry out security patrol prevention and control at night, during the tourist season, and at important time nodes, and the team members gave full play to the identity advantages of party members, ten households and joint defense group owners, and "three members and three chiefs", and preached the common sense of anti-telecommunications network fraud, fire prevention, anti-theft and epidemic prevention and control to the fields and fire ponds. At the same time, it also cooperated with the police station to rely on "safe villages" and "tianyi housekeepers" to use mobile phone APP to carry out prevention and control, and realized the "probe standing guard and mobile phone patrol" in Wa Village, and for two consecutive years there were "zero cases" of administration and crime.
With the increasing fame of Simora, the number of tourists from statutory holidays and traditional festivals to Simola once exceeded 10,000 in a single day, and the average number of vehicles entering and leaving was more than 4,000 per day. The "Happiness Guard" adjusted the service mode in a timely manner to "take shifts during general hours, and all staff were on duty in key seasons", and closely cooperated with the police station to carry out traffic diversion, patrol prevention and control, and fire safety hidden danger investigation and rectification.
The "Happiness Guard" gives full play to the advantages of the national identity of the team members, relies on the "five front" work method, extends the tentacles of investigation and resolution of contradictions and disputes, and strives to resolve contradictions and disputes at the grass-roots level at the first time and solve them in the local area, so that small things do not leave the village and big things do not leave the village. Up to now, the "Happiness Guard" has participated in and spontaneously investigated and resolved 20 contradictions and disputes, with a mediation success rate of 100%, achieving "zero handover" of Wa Village contradictions.
The police station relies on the "Happiness Guard" to build a "mobile service point" in Wa Village, build a "bridge between the police and the people", set up a lost and found office, and normalize the practice of "I do practical things for the masses". Establish a "Happiness Guard" WeChat group, break the time and space restrictions, and provide police consultation and services for tourists and the masses in a timely manner. In 2021, the "Happiness Guard" served more than 500 tourists and the masses, retrieved 20 lost items for tourists, and received wide praise from tourists and the masses.
Under the strong support of the "Happiness Guard", the jurisdiction of Qingshui Police Station has achieved a "double decline" in cases of embezzlement such as receiving police and electric fraud, and major safety accidents and homicides have "zero occurrences" for several consecutive years.
