Zhangjiachuan County strengthened administrative power restraint and supervision to promote the construction of a rule of law government

Since 2021, Zhangjiachuan County has attached great importance to giving play to the role of the people's congress, the Chinese People's Political Consultative Conference, the Discipline Inspection Commission, the judiciary, auditing, finance, public opinion and other supervisory entities, strengthening the restraint and supervision of administrative power, ensuring that the government exercises power according to law, and continuously promoting the process of building a government based on the rule of law.

I. Complete and improve the "two cases" handling mechanism, promote the standardization and institutionalization of handling work, and handle 185 proposals of people's congress deputies and CPPCC members with high quality.

II. Strengthen supervision and inspection of administrative law enforcement, strictly regulate fair and civilized law enforcement, urge all law enforcement departments of the government to perform their duties in accordance with law, and carry out special supervision and inspection 3 times. Promptly formulate the "Implementation Plan for Special Rectification Actions for Prominent Problems in Administrative Law Enforcement in Zhangjiachuan County", actively carry out the special action of "looking back" at the situation of implementing the "three systems" of administrative law enforcement, carry out case file evaluation and case guidance work, evaluate 60 excellent case files, spot check 3429 case files by administrative law enforcement departments, and review 29 cases of administrative law enforcement decisions and legal system review and report 12 cases of administrative law enforcement guidance cases. Strictly manage law enforcement qualification certificates, continue to carry out the fifth round of law enforcement renewal work, complete the processing of administrative law enforcement subject qualification certificates in 15 townships and townships, organize 1,058 administrative law enforcement personnel to participate in the 2021 online training examination for administrative law enforcement personnel, and organize more than 1,000 civil servants in the county to carry out online study and application of law.

Third, strengthen the rigid constraints of the financial budget, strictly implement the budget items in strict accordance with the principle of "no budget, no expenditure", carry out the audit of the implementation of the 2021 financial budget at the county level and the implementation of the departmental budget in accordance with the law, and continue to track and audit the implementation of major national policy measures and macro-control deployment.

Fourth, take the initiative to accept social supervision, continue to improve the mechanism of government affairs openness, formulate and introduce 7 systems such as the "Zhangjiachuan County People's Government Information Active Disclosure System", comprehensively promote service openness, maximize the convenience of the masses and enterprises, and disclose 50 items of government affairs information in 15 fields such as finance, poverty alleviation, agriculture, and ecological environmental protection.

V. Proactively accept judicial supervision, conscientiously implement the system for responsible persons of administrative organs to appear in court to respond to lawsuits, support courts in accepting administrative cases in accordance with law, respect and enforce effective judgments, give feedback to the Gansu Provincial High People's Court and Zhangjiachuan County People's Court's 2 judicial recommendations, and cooperate with procuratorial organs in performing their duties of supervising relevant administrative violations.

VI. Strengthen the tracking feedback and accountability of major decisions. Closely centering on ecological environmental protection, safe production, the implementation of major projects and efficiency complaints, constantly strengthening the effectiveness of supervision and inquiry, the Discipline Inspection Commission Supervision Commission conducts overt inspections and secret visits to key areas and important time nodes from time to time, strictly implements regulations such as official vehicles and official receptions, further solidifies the main responsibility of party style and clean government, and continuously optimizes the environment for rule of law and government affairs.
