#Looking back on 2021#【Experience the year of high-quality development】Secretary of the Discipline Inspection Committee of Zhangzhou City: Clearing the "stumbling block" of rural revitalization

The construction of the national modern agricultural industrial park is a major measure to implement the strategy of rural revitalization, and it is also a key point for us to carry out political supervision. In particular, the formalistic and bureaucratic problems such as the chaotic behavior that may exist behind the illegal decision-making are "stumbling blocks" affecting the implementation of the rural revitalization strategy, and it is even more necessary to resolutely correct them.

On September 2, 2021, the Zhangzhou Municipal Commission for Discipline Inspection received a whistle-blowing letter reflecting that in the construction of a project in a national modern agricultural industrial park, the relevant responsible personnel made illegal decisions and engaged in large-scale construction on basic farmland, which was later demolished, resulting in losses of special funds of the state. In response to the problems reflected in the report letter, I immediately asked the relevant discipline inspection and supervision offices to verify. Originally, the relevant responsible personnel engaged in surprise construction near the project acceptance node, evaded the statutory approval link without authorization, and even ignored the notice of the relevant functional departments to stop the unapproved construction, and finally the superior found the problem, the overall demolition and reclamation, and a good thing that warmed the people's hearts became a bad thing that the masses discussed.

Although the problem has been clarified, the deep-seated reasons behind it deserve our in-depth reflection. To this end, I asked the relevant discipline inspection and supervision offices to convene the county's leaders in charge, the industrial park management committee, relevant functional departments, and specific handling personnel to conduct analysis and demonstration. We found that the reason for the violation of discipline is because the early stage of the project is slow and time-consuming, which makes the construction time of the project in the later stage tight and the task rushed. In our view, the crux of the problem lies in the problem of cadres' work style, and in the final analysis, it is still the work of formalism and bureaucracy, which is a typical slow action and chaotic action.

This also reminds us that to rectify the stubborn and chronic diseases of formalism and bureaucracy in the revitalization of rural areas, we must move forward at the threshold to do practical and detailed political supervision, and supervise when problems have not yet occurred. During the inspection period, I led the team to go deep into some towns and villages in the county for field visits and investigations many times, and had face-to-face exchanges with grass-roots cadres and the masses. It was learned from this that only the county's national modern agricultural industrial park projects have been completed 34, involving 100 million yuan of funds, and the city's rural revitalization projects are numerous, large capital investment, if there are similar problems, it will seriously affect the process of rural revitalization. Therefore, we decided to carry out special rectification of formalism and bureaucracy in the field of rural revitalization.

In order for political supervision to be targeted, we must first clarify the direction and focus. The rural revitalization strategy has the characteristics of many projects and large funds, and we pay attention to grasping the "three close eyes", that is, keeping a close eye on the landing of projects, keeping a close eye on the management and use of funds, and keeping a close eye on the work style of cadres. In the process of comprehensive investigation and rectification of modern agricultural industrial park projects, we focus on key links such as project planning, planning, licensing, bidding, acceptance, etc., key nodes such as fund application, allocation, and use, as well as possible work style problems of cadres, refine the list of 10 problems, and verify whether the project has problems such as non-compliance, illegality, slow progress of timing, etc., whether there are unexplained delays, squandering and other behaviors in the use of funds management, and use small incisions to formalism, Bureaucratic problems are comprehensively examined and targeted.

In the process of investigation, we also have the problem of low efficiency in the use of funds and a long time in the early stage for the individual projects found, and timely supervise the supervision committee of the county discipline inspection committee to issue a typical problem circular, interview the "number one" of the relevant project supervisory unit, supervise the functional departments to find out the bottom number of funds, establish a work account, reverse the progress of the use of funds, and do a good job of tracking supervision, and effectively promote the solution of problems such as idle and wasteful funds.

The breadth, depth and difficulty of rural revitalization are no less than poverty alleviation, and special rectification must have a specific grasp. After practice, we have explored the "five-single work method" of "making lists, issuing leaflets, prescribing medicine lists, reconciling bills, and giving report cards", taking mass evaluation, organizational evaluation, and departmental evaluation as important standards for grass-roots governance achievements, and focusing on building an integrated prevention mechanism for supervision and governance. In view of the formalism and bureaucracy problems behind the heavy construction and light management of individual local old-age service facilities reflected by the masses and the low quality of operation of some rural happiness homes, through "embedded" supervision, the civil affairs departments are urged to conduct special assessment and inspection of the quality of old-age service facilities, formulate an implementation plan for the operation and management of rural happiness homes, and promote the upgrading of old-age services.

Rural revitalization is a systematic project, which needs to gather the strength of all parties, and supervision cannot rely on the Discipline Inspection Commission to fight alone. In the special rectification, we continue to deepen the use of the "1 + X" supervision mechanism, and establish a normalized communication linkage mechanism with agricultural and rural areas, finance, ecology, housing construction, auditing and other departments to improve the effectiveness of discovering and correcting formalism and bureaucracy problems. For the lack of in-depth research and scientific planning for the implementation of rural infrastructure construction in individual localities, we have worked with relevant departments to promote the special governance of the construction of beautiful villages, correct the cadres' lax and unrealistic work style, and prepare rural construction plans according to local conditions, so that the local people can truly benefit.

After a period of rectification, we are pleased to see that the special fund supervision and management system of the national modern agricultural industrial park has been improved, and under the supervision of "monthly tracking and quarterly supervision", the project funds are allocated in a more timely manner. Up to now, the city has planned to complete 464 "series of points connected into pieces" rural construction projects, initially forming the overall effect of rural revitalization of "fine products on the point, scenery on the line, and one line and one feature".
