"The mental state of the cadres and workers has obviously improved, and the tenacity and hard work have returned." The evaluation of the masses in the Changchun Automobile Economic and Technological Development Zone (hereinafter referred to as the "Automobile Development Zone") shows the change in the political ecology and cadre style of the district since 2021. This transformation has benefited from our case-based work on a series of cases in the district.
At the end of 2020, a "case management report" alerted me. According to the special report, since 2020, 3 deputy directors such as Sun X, former member of the Party Working Committee and former deputy director of the Management Committee of the Qikai District, and Li X, former head of the Landscaping Section of the Housing Security Bureau, have been subject to disciplinary review and supervision and investigation for serious violations of discipline and law. In the short term, 3 team members of the same unit "fell off the horse", which caused a negative impact on the development of the automobile development area.
Qikai District is a state-level economic and technological development zone, with 450 industrial enterprises in its jurisdiction, including 45 industrial enterprises above designated size, which is an important economic growth pole in Changchun City and even the whole province. To accelerate the construction of Changchun International Automobile City, it is necessary to have a good business environment, a complete institutional system and a high-quality cadre team as support, and the series of cases in the automobile development zone have exposed the shortcomings of the district in these aspects. 2021 is the beginning of the "14th Five-Year Plan", and it has become an urgent task before us to do a good job in investigating and handling the "second half of the article" of the case, and promoting the deepening of reform, improving the system and promoting governance in the automobile development zone.
In June 2021, the Changchun Municipal Commission for Discipline Inspection and Supervision held a meeting of the Standing Committee to deploy around a series of cases in the auto development zone to promote reform. We have established the "three-step" work idea of accurately analyzing problems, consolidating political responsibilities, and carrying out continuous supervision, and urged the district to adopt the "four cases in one" method to promote reform with cases and purify the political ecology.
To push for problem solving, we must first find out where the problem is. The case-handling personnel told me that Sun Moumou was "close" to the contractor of the project and not "clear", and often used the method of "getting on the bus first and then supplementing the ticket" on the grounds of the urgency of the project task to "arrange" the project project to the businessmen close to him. Li Moumou has not rotated for nearly 20 years as the head of the landscaping department, which gives her a lot of space for power rent-seeking. After combing and summarizing, we found that the problems in this series of cases focused on weak links such as project approval and selection and employment, reflecting the lack or even lack of supervision in the areas of collective decision-making on "triple major" matters, supervision of the "number one" and leadership team, government investment project construction and financial fund management.
Using cases to promote reform is the foundation of the case, the key lies in the promotion, and the key lies in the reform. In accordance with the requirements of "concentrating on rectifying problems, strengthening system construction, and promoting long-term governance", we have formulated and issued a work plan to promote reform with cases, and clarified the direction and focus of rectification and reform. In view of the loopholes in the mechanism exposed by the series of cases in the automobile development zone, the Municipal Commission for Discipline Inspection and Supervision issued discipline inspection and supervision suggestions to the party working committee of the district, and put forward 13 specific suggestions for the party working committee and management committee of the district, such as standardizing the bidding procedures, improving the approval system, and plugging the loopholes in the mechanism.
As of September 2021, we have urged the district to investigate and sort out 723 problems, formulate 1166 rectification measures, and improve 314 system regulations. In the process of rectification, the district finance bureau strictly implemented the budget management system, added government procurement departments, increased the financial review link, and has carried out review and control of 26 projects in the district, involving 240 million yuan of funds, 20 approvals of government procurement matters, involving an amount of more than 10 million yuan, saving more than 100,000 yuan of financial funds.
The "number one" has been given important powers and shoulders important political responsibilities for managing the party and governing the party. Li Moumou's case warns us that in order to make these "key minorities" high-ranking and not arbitrary, and their weights do not seek personal gain, it is indispensable to the power restraint and supervision of the "number one". Under our supervision and promotion, the Automobile Development Zone has perfected the "Measures for Strengthening the Supervision and Management of the "Number One" and the "Detailed Rules for the Implementation of the Collective Decision-Making System for the "Triple Major" Matters", formulated the "Work Measures for the Exchange and Rotation of Cadres in Important Posts" and the "Measures for the Management of Cadres at the Section Level", carried out rotational exchanges for 47 cadres, and plugged the loopholes in power rent-seeking from the source.
To promote reform by doing practical things, we must not only solve the problems of systems and mechanisms, but also solve the ideological problems of cadres. We conducted interviews with members of the leading body of the district, and the district held 52 special warning education meetings to educate the people around them with the things around them and warn the people around them with the cases around them, so as to urge the vast number of party members and cadres and public officials to know and respect, guard against fear, and abide by the bottom line, and to transform the deterrence of not daring to be corrupt and the constraint of not being able to be corrupt into the consciousness of not wanting to be corrupt.
In September 2021, I attended the summary meeting of the work of promoting reform with cases held in the district, and it is gratifying that by making great efforts to rectify the problems and improve the system and mechanism, the cadres in the district have a new style. The improvement of the political ecology has promoted the development of the automobile development zone. In 2021, the total investment in the construction of projects in the district is 190 billion yuan, and 161 projects of more than 50 million yuan have achieved remarkable results in urban construction, serving people's livelihood, and social governance.
