There are new ways to promote "good governance" in buildings
In the afternoon of the same day, the establishment of the "Ruiying" party building alliance of tunnel shares and the release ceremony of the "three meetings" system of building governance on Ruijin 2nd Road were held in Chenghui Building. Li Zhongxing stressed that he hopes that in the process of operation, the "three sessions" of building governance will adhere to the leadership of party building and consultation, truly let the building party building alliance and the building co-governance alliance play the role of consultation and deliberation platform, create a new benchmark for building governance, and promote Huangpu to become the best practice place of "people's democracy in the whole process".
The "three sessions" system has a foundation for entering the building
The "three meetings" system of building governance (earnest discussion meeting, consultation meeting, and council) is derived from the "three meetings" (hearings, coordination meetings, and councils) system in residential areas. At the end of the 1990s, the "three sessions" system sprouted and developed in Huangpu, and gradually promoted it in the whole district and the whole city, playing an important role in grass-roots social governance.
"Buildings are like communities that stand up one by one." Xia Lingxia, director of the Ruijin Second Road Street Office, said that in 2020, in order to solve the problem of multiple heads of enterprises linked to each line and the single service of the building party group, the street borrowed from the residential area model and built four "building social committees" composed of party building groups, service enterprise staff, market supervision, urban management, etc., playing the role of "joint enterprises stationed in buildings, special services, demand docking, resource sharing" and other roles, which were regarded by building enterprises as gold medals for zero distance services, "shop small two", and "three meetings" for building governance. The pilot application of the system has laid a good foundation.
There is a need for the introduction of the "three sessions" system
When visiting and investigating the needs of enterprises and white-collar workers, the building social committees found that many enterprises have greater needs for relevant policy interpretation, talent services, information communication, and white-collar workers for optimizing building public services and convenient life services.
At the same time, the building social committee also faces many challenges in service enterprises: the use of "point-to-point" form of collecting problems, although it can fully understand the needs, but lack of channels and methods for various stakeholders in the building to reflect their demands on the same platform; to meet more personalized needs, encounter common problems on the surface, lack of long-term normal mechanism relying on the autonomous co-governance platform; after solving the problem, the satisfaction of relevant parties is not enough, and the disposal process lacks a supervision and evaluation mechanism... The staff of the Social Security Committee also found that the awareness of the main body of all parties in the building is relatively lacking, and problems are often solved by the government, in fact, some of them can be negotiated and disposed of within the building through resource sharing and other means.
"If we want to meet the more needs of enterprises and white-collar workers and break through the bottlenecks in building governance, we need to have normalized reflection channels, disposal mechanisms, and joint coordination between party and government departments, owner units and property companies." Xia Lingxia said, "The 'three sessions' democratic consultation mechanism has been very mature and perfect, just enough to meet the above needs." ”

In the second half of 2021, the street exploration will be led by the Building Social Committee, and a consultation and deliberation platform will be built in Chenghui Building, including building owners, properties, party organizations in the building, enterprises, white-collar workers and administrative forces belonging to the street, to explore the formulation of the "three meetings" system for buildings.
Among them, the Earnest Discussion Committee is responsible for collecting all kinds of hot and difficult issues of concern to building enterprises and white-collar workers, sorting out the relevant content involving public affairs, and forming autonomous topics; the consultation meeting is responsible for promoting the consultation and deliberation of all relevant parties on the topic, forming solutions, and promoting implementation; the council is responsible for reviewing the completion of the topic and making suggestions for the next step.
When the system is ready, who will push for implementation? During the pilot application period, under the guidance of the daily services of the Building Social Committee, the "Ruiying" party building alliance is formed by the building owners, property companies, and party organizations of the settled enterprises, which is responsible for strengthening political guidance and the integration of party building joint construction resources; the building owners, property companies, representatives of major enterprises in the building, and the administrative forces belonging to the street (urban transportation workstations, market supervision offices) form the building common "wisdom" alliance, and at the same time invite functional departments such as district administrative service centers and specific resident units as invited members. Targeted participation in deliberative consultation and tracking services for specific projects.
Nowadays, the two alliances, as the main body of the "three meetings" of implementing and promoting building governance, have initially met some of the needs of enterprises and white-collar workers through consultation and co-governance through "earnest discussion meetings, consultation meetings, and councils", relying on the closed-loop mechanism of "collecting problems, solving problems, and reviewing and reviewing".

Tang Linlin, convener of the "Ruiying" Party Building Alliance and deputy general manager of Urban Construction Real Estate, said that the alliance has widely collected the demands of building owners, properties, enterprises and white-collar workers in the form of general visits, questionnaires, etc., and will transform hot and difficult issues into three topics such as "building space construction", "building star service" and "building culture cohesion" through earnest talks, and implement the tracking, consultation and communication of the established topics at the consultation meeting.
As a sub-project under the topic of "Building Space Construction", the greening landscape improvement project of public space in Chenghui Building has achieved initial results, with the lobby front desk, coffee bar, elevator room, embedded dotted green plants and flowers, so that white-collar workers can feel the New Year atmosphere and building temperature in advance. The latest policies of Zhangjiang Science and Technology Park, which enterprises are concerned about, have also been included in the topic of "building star service" and have been arranged on the february building activity schedule, at which time, the relevant functional departments will send staff into the Chenghui Building to answer questions and make suggestions for the enterprises in the building. The noon health free clinic held on the day of the event is one of the many sub-projects of the "Building Culture Cohesion" issue.

As the specific practice of people's democracy in the whole process of building governance work, the "three meetings" system of building governance will focus on "smooth communication channels and accurate docking appeals", transform "irregular" passive discovery of problems into "normalization" active collection and formation of topics; combine administrative support and autonomous co-governance to transform the "single" government department-led solution into "diversified" subject consultation and co-governance; guide the internal co-residence and sharing of buildings, and extend the tentacles to promote the interconnection and interaction of the "three districts" of business districts, communities and blocks. Integrate governance and transform the "limited" use of internal resources into "open" community-wide resource sharing.
In the future, the street will take the leadership of party building as the starting point, take democratic consultation as the key, take the improvement of the party's organizational strength and development contribution as the goal, and further summarize the experience of the "three meetings" method of buildings on the basis of the pilot application of Chenghui Building, and gradually promote it in 36 buildings in the jurisdiction, forming more building governance practice cases.
