On January 19, the Shanghai Municipal People's Government announced "Several Policies for Promoting the High-quality Development of Shanghai's Integrated Circuit Industry and Software Industry in the New Era", which was implemented on January 1. The document contains 27 policies, covering the integrated circuit industry including production, equipment, materials, design (including IP, EDA), advanced packaging and testing and other six links, and the software industry including product development and information technology services and other two major links.
The Shanghai Municipal Government pointed out that the integrated circuit and software industry is a strategic and basic industry, and is a key force leading a new round of scientific and technological and industrial change. Through this round of policies, it is once again emphasized that talents have a core position, and the previous round of policies is optimized and integrated from the perspective of continuity and linkage support. In addition, the policy highlights the support for the core links of the industry, and will pay more attention to the coordinated development of the Yangtze River Delta.
Representatives of key enterprises in the industry told the Southern Finance and Economics all-media reporter that the policy formulation has widely listened to and repeatedly consulted the views of the industry, and the relevant support policies have fully taken into account the subtle appeals of the industry, and the main direction of the operation is clear and the operability is very strong, and the relevant measures will more effectively promote Shanghai to make breakthroughs in key industrial links. Some start-up companies also expressed the hope that the policy will focus on supporting the cultivation of talents in the industry and solving the urgent need for employment.
The policy has continued to support the development of integrated circuits and software for many years
Prior to the introduction of this round of policies, the national and Shanghai municipal levels have issued policies to encourage the development of the integrated circuit and software industries since 2000. After four years, Shanghai has come up with the fourth set of comprehensive policies to support the integrated circuit and software industries, a total of 27 articles, which are divided into six chapters in addition to the general provisions to carry out multi-faceted support.
The past major policies include several measures previously issued by the State Council in 2000, 2011 and 2020 to encourage the development of integrated circuit and software industries, as well as three rounds of comprehensive support policies issued by the Shanghai Municipal Government in 2000, 2012 and 2017 to promote the expansion and strengthening of Shanghai's integrated circuit and software industries.
After years of efforts, the current integrated circuit and software industries in Shanghai are ranked in the leading position in the country. In the integrated circuit industry, Shanghai's industrial GDP in 2020 exceeded 200 billion yuan for the first time, accounting for about 1/4 of the country, and currently has about 40% of the domestic industrial talents, gathering more than 700 key enterprises in the industry, and is one of the most complete integrated circuit industry chains in China, with the highest degree of enterprise agglomeration and the strongest comprehensive competitiveness.

Put talent first
A major feature of this round of policies is that the talent support policy is taken as the first place, as the second chapter content after the general provisions, which contains six contents, accounting for nearly 1/4 of the entire policy.
Cai Zhen, founder and CEO of Silicon Software Technology, a Chinese singaporean who is currently engaged in the EDA tool foreign-funded enterprises in Shanghai, told reporters that integrated circuit talents will be the core element of the mainland's ability to upgrade its industry. He pointed out: "EDA tools are an industry with high technical thresholds, and at present, China should aim at the advanced level of foreign countries, and the goal is to directly catch up with and surpass foreign high-level enterprises." Combined with the difficulties encountered in the company's actual operation, Cai Zhen believes that cultivating integrated circuit talents and attracting talents to return to China is the "urgent need" of the industry.
The specific policies released by Shanghai this time include the optimization of R&D designers and the rewards for core teams of enterprises. Among them, it focuses on supporting the R&D and design personnel of integrated circuit production, equipment, materials, design, and advanced packaging and testing enterprises that undertake major research tasks of the state and Shanghai, as well as R&D and designers of basic software, industrial software, emerging technology software, information security software enterprises, and large-scale industry application software enterprises that conform to the national planning and layout orientation.
The document also said that integrated circuit companies and software companies will be encouraged to expand the scale of the industry. The specific measures are for the first time to break through the relevant annual main business income conditions of integrated circuit equipment materials, EDA, design enterprises and software enterprises, by the municipal and district governments to give the core team of the enterprise graded rewards. Among them, the annual main business income of basic software, industrial software and information security software enterprises can be further relaxed.
In terms of introducing overseas high-end talents, support will be given to overseas high-end talents engaged in key industries such as integrated circuits, basic software, and information technology services in the China (Shanghai) Pilot Free Trade Zone, Lingang New Area, and Zhangjiang National Independent Innovation Demonstration Zone in accordance with relevant policies.
In terms of the introduction of talents by enterprises, for the units included in the list of key integrated circuit and software enterprises encouraged by the state, after being recommended by the Municipal Strategic Emerging Industries Leading Group Office to the relevant competent departments, they are included in the key support employers for fresh graduates of ordinary colleges and universities that are not from Shanghai in the year, and this unit introduces high-level talents that meet the conditions and directly includes them in the municipal relevant talent introduction plan.
The document also pointed out that it will strengthen the housing security of enterprise talents, provide municipal talent apartment guarantee and municipal talent rental subsidies.
In terms of discipline cultivation, there are also two policy supports. The first is to strengthen the strength of colleges and universities, and the second is to strengthen the linkage mechanism between professional qualification certification and vocational ability evaluation of software talents.
Cultivate leading enterprises and start-up enterprises
At present, the integrated circuit and software industry needs to cultivate leading enterprises and leading projects, and this policy will be supported by special funds. In addition, the policy also pays attention to the small and medium-sized design enterprises and software innovation platforms of integrated circuits, and will also give corresponding support.
The leading projects of policy concern include major projects of integrated circuit equipment materials that have made major breakthroughs in independent research and development of parts and raw materials and achieved actual sales, and major projects of EDA, basic software, industrial software, and information security software. In addition, chip design companies' linewidth projects with a line width of less than 28 nanometers (inclusive) process industry applications can also receive special financial support.
At present, the industry's manufacturing capacity is in short supply, which also seriously restricts the development of multiple links in the upstream and downstream, and the policy also pays attention to this situation. For small and medium-sized integrated circuit design enterprises, the document points out that it is necessary to strengthen production capacity guarantee, and set up a joint meeting mechanism for emergency supply assurance, so as to give priority to serving the production capacity needs of small and medium-sized design enterprises that undertake national technical research tasks or develop important products.
In the software industry, we will cultivate a number of municipal engineering research centers and technological innovation centers, support the creation of a national innovation platform, and promote the active creation of China's software parks.
Provide investment and financing, research and development and management facilities
In addition, the policy continues to facilitate investment, financing, research and development and management for integrated circuit and software enterprises. Among them, the scale of the integrated circuit industry fund will continue to expand.
In terms of investment and financing, the scale of integrated circuit industry funds will be expanded, and the investment and financing environment of the industry will be improved from credit, insurance, financing guarantees and other aspects.
According to the document, the scale of the integrated circuit industry fund will continue to be expanded, and the Shanghai state-owned investment platform enterprises and related park development platforms will jointly increase the fundraising support for the Shanghai integrated circuit industry investment fund and the integrated circuit equipment and material fund. It will also continue to expand and strengthen the integrated circuit design fund through market-oriented methods. Guide the design enterprises of the city to jointly initiate or participate in the establishment of the Shanghai INTEGRATED Production Line Investment Fund, and participate in the investment in the new production line of the city's integrated circuits.
In addition, a number of specific measures in the areas of credit, bonds, insurance and financing guarantees have been listed to support key areas and key projects.
In terms of research and development and application, the document has introduced a number of research and development support for major scientific and technological projects in key areas, including optimizing the policy of first-turn film of integrated circuit products, increasing the verification and application support for independent safe and controllable equipment materials, implementing special actions for EDA ecological construction, optimizing the first version of software and the first set of equipment, and will strengthen the construction of industry standards.
Finally, in terms of industry management support, it is planned to optimize the investment management system of integrated circuit projects, accelerate the construction of Shanghai Electronic Chemicals Zone, and continue to implement import and export convenience and discount policies.
In terms of import and export, the implementation of the customs enterprise classification management system, the state encouraged integrated circuit production, equipment, materials, key design and key software enterprises to import raw materials, equipment, key software enterprises, quickly handle customs clearance, inspection process. Improve the foreign exchange classification management system, giving creditworthy enterprises a more relaxed and flexible management model. Focus on the synergy effects of the Yangtze River Delta

The policy proposes that a coordinated research mechanism will be established to "unveil the leader", support the linkage development of the integrated circuit equipment industry in the Yangtze River Delta region, and hold the Yangtze River Delta software algorithm, information technology application innovation and EDA competition.
