In the past thousand years, Shunde has been born on the water and has become an important birthplace of Lingnan culture. How will Shunde control water, and how will it take a road to water environment governance with Shunde characteristics? The main text of the "Plan" is divided into three parts: the first part expounds the guiding ideology, work objectives and work principles, the second part expounds the implementation of the "eight major actions" to revitalize the city with water, and the third part expounds the "five major safeguard measures".
Huang Zhijie said that the main content of the "Plan" can be summarized as "1485". Among them, 1 is to clarify a work goal; 4 is to adhere to the four major work principles; 8 is to implement the eight major actions to revitalize the city with water; 5 is to implement five safeguard measures.
The "Plan" pointed out that it is necessary to adhere to the core of promoting the continuous improvement of water quality with joint governance, adhere to the overall planning and systematic governance, pilot first, step by step implementation, and create a road of water environment governance with Shunde characteristics. According to the requirements of the central environmental protection inspector and the provincial and municipal assessments, combined with the actual situation in Shunde, the work goals of revitalizing the city with water from 2022 to 2025 are proposed, including the goal of water quality, the goal of waterfront space and the goal of achieving xingcheng by controlling water.
Adhere to the four principles
Divide the waters of the whole region into seven major encirclements
Huang Zhijie pointed out that Shunde should always adhere to the four major work principles in controlling water.
The first principle is to adhere to the joint governance. Emphasize the scientific management of the whole river basin, divide the waters of the whole region into seven major joint encirclements with the joint fence as the unit, select the Nanshun Lian'an Wai and Qunli Wai and Shilong Wai to take the lead in the pilot joint enclosure, explore the experience, make demonstrations and then comprehensively promote it in the whole region.
The second principle is to persist in overall planning and advancement. The whole region has established an efficient and unified command system. District-level unified funds, unified construction, unified planning, town (street) management of requisitioning and demolition, management of guarantees, village residents to mobilize the masses to cooperate and participate, enterprises to manage construction, management, operation and maintenance, and overall promotion of the whole district water control work.
The third principle is to insist on quality first. This principle combined with the actual construction of Shunde to revitalize the city of water specially extracted, emphasizing that the current water control process to achieve the whole process of construction management high quality, planning and design standards, quality control and control of high requirements, so as to fully achieve a high-quality urban environment.
The fourth principle is to insist on four before four. Huang Zhijie pointed out that Shunde put forward the "eight major actions" of clearing the bank, clearing the source, improving quality, purifying the water, the beautiful shore, the wisdom, the xingcheng and the love of the river, which were put forward from the perspective of source governance and step-by-step implementation in accordance with the chronological arrangement, and it is also the core of this plan.
The first is the shore clearance operation. It includes comprehensive investigation of riverbank construction, demolition of illegal buildings on riverbanks, and strict control of land management on both sides of the river. The pilot joint enclosure will be basically completed by June 30, 2022, and the other joint enclosures will be basically completed by December 31, 2022. Among them, the strict control of land management on both sides of the river surge contains two meanings, one is to strictly control the construction and management of land within the protection line of the river surge, and the other is to implement land management after demolition and resolutely prevent "secondary encroachment".
The second is the clean source action. It includes comprehensively mapping the bottom number of drainage pollution sources, severely cracking down on illegal acts of water pollution sources, standardizing the daily management of water pollution sources, and strengthening the cleaning up and rectification of sewage discharge into the river. The investigation of the pollution sources of the river will be completed by September 30, 2022; strengthen the crackdown and exposure of illegal acts; strengthen the supervision of wastewater discharge, focusing on the illegal discharge of industrial sewage, the direct discharge of wastewater in livestock breeding areas, the treatment of fish pond tailwater, and other aspects, and explore and promote the construction of "zero direct discharge of sewage" in key areas such as industrial agglomeration areas.
The third is to improve quality. Including the development of sewage treatment plants to improve quality and efficiency, accelerate the improvement of the treatment efficiency of some agricultural pollution stations, promote the special pilot work of water classification, complete the rectification of cases handed over by the central environmental protection inspector on schedule, and promote the treatment of black and odorous water bodies. This action is actually a work to make up for shortcomings, and each town street pays attention to time nodes and task indicators to speed up the progress of the work. The quality improvement and efficiency improvement of the sewage treatment plant include the repair of the old and broken pipe network, the intelligent door-knocking transformation, the prevention of river surge and irrigation, etc., and the pipe network repair of 120 kilometers will be completed by the end of 2022. The treatment idea of agricultural pollution stations is to gradually ban them in principle, and renovate and optimize rural decentralized sewage treatment stations that will not be banned within 5 years in stages. The rectification of rural black and odorous water bodies is not only the expectation of the citizens, but also the key inspection content of the central government, provinces and cities, and all towns and streets should take the initiative to carry out rectification on schedule.
The fourth is water purification action. Including a comprehensive investigation of the bottom book of the joint fence, improve the construction of the sewage interception pipe network, accelerate the expansion of sewage treatment plants, implement the transformation of clean (rain) sewage diversion in pieces, promote the smooth flow of rivers, and strengthen the daily fine management of rivers.
Water purification action is the most arduous of all tasks, emphasizing the joint encirclement of water management, system governance, through the identification of the bottom number, the construction of new sewage interception pipe network, sewage treatment plant expansion, rain (clean) sewage diversion, river surge dredging and other ways to explore the establishment of the original source of scientific water purification model, aimed at comprehensively improving the quality of the water environment in Shunde through water purification action, to achieve "long-term governance and long-term clean".
Fifth, the US-Shore Action. It includes three aspects: high-level preparation of special planning, high-quality construction of attractive waterfronts, and high-quality promotion of bidao construction. The U.S. Shore Action is to comprehensively sort out and develop and utilize the land resources after the demolition along the water network, string and link ecological resources such as mountains and forests, water bodies, pastoral gardens, wetlands, and greenways into a chain and link them, and promote the waterfront space of waterline connectivity, shoreline penetration, and water city integration.
The key task is to complete the design of the U.S. Shore pilot demonstration section by March 31, 2022, complete the construction of a U.S. Shore demonstration project in each town (street) by September 30, 2022, and complete the construction task of 300 kilometers of Bidao by the end of 2025.
Sixth, smart action. Including the construction of water pollution prevention and control wallchart combat intelligent system, improve the intelligent supervision level of intelligent water control system and other two points. In view of the problems of unclear water bottom control and lack of dynamic management, Smart Action has built a smart supervision platform for water control, seamlessly connected with the smart city system, and carried out all-round supervision of rivers and lakes, sewage treatment facilities, and drainage (sewage) water, so as to achieve "one screen view of the whole area, one network to control water".
The seventh is the Xingcheng action. Including high-standard overall planning of water rejuvenation city planning, area overall development and release of water asset premiums, strict land development and utilization, strengthen the marketing of water culture cities, and create a waterfront charming city. Controlling water is the beautiful city, that is, gathering talents, and rejuvenating the city. Xingcheng Action is to give full play to the great role of high-quality water environment in improving urban quality through the overall development of the area, water culture marketing, and the construction of urban public service facilities, and to build a happy Shunde with water as the vein, integration of industry and city, high-end quality, livable and suitable for work. Among them, before September 30, 2022, the overall planning of the overall development of the "Xingcheng City with Water" area and the overall development planning and design of the classified pilot area will be completed.
Eighth, the Love River Action. It includes the implementation of the river (lake) chief work system, the in-depth promotion of the national water-saving action, and the gathering of powerful forces of the river moat. The key tasks are to consolidate the responsibility of river (lake) chiefs, carry out river patrol and supervision on a regular basis, use the strength of groups such as workers and young women to cultivate a group of volunteer teams for loving the river, innovate publicity methods to widely carry out water-saving publicity, change the public's concept of saving water from the source, mobilize extensive public participation, strengthen public participation and social supervision, and gather the powerful forces of the river moat.
Implement five safeguard measures
Incorporate performance appraisal to build a water control iron army
Huang Zhijie pointed out that it is necessary to implement five safeguard measures. as follows:
First, adhere to the same responsibility of the party and the government. Incorporate the implementation of this action plan into performance appraisals. The headquarters office should give full play to its role in overall planning and coordination, and work together with the units responsible for various work tasks to formulate specific implementation plans.
The second is to forge a water-controlling iron army. We will take the progress of the work of rejuvenating the city as an important indicator for discovering cadres, cultivating cadres, and reusing cadres, create a good atmosphere for officials to start a business, and create a water-controlling iron army.
The third is to strengthen the guarantee of funds. Ensure the strength of financial funds and rationally arrange capital budgets. Innovate investment and financing models, and explore the pilot declaration of water control projects based on the ecological environment-oriented urban development (EOD) model.
The fourth is to optimize approval services. All functional departments should reform and innovate, simplify the approval process, compress the approval time limit, speed up the construction of water control projects, and give play to the benefits of water control faster and better.
Fifth, improve the supervision mechanism. Strengthen project supervision, smooth supervision channels, and strengthen information disclosure. Implement the "three questions in January" system, "ask tasks" at the beginning of the month, "ask progress" in the middle of the month, and "ask results" at the end of the month.
Huang Zhijie said that the "Plan" will next solicit the opinions of the relevant departments of the town streets and districts, and then submit it to the district party committee and district government to be officially issued after revision and improvement. Shunde will go all out to fight and win the battle of water control, implement various tasks to the letter, and make due contributions to the construction of a high-quality development pilot demonstration zone.
