The feature film revealed for the first time that Zhang Qi, former member of the Standing Committee of the Hainan Provincial Cpc Committee and former secretary of the Haikou Municipal CPC Committee, pulled his wife and son into the power and money transactions, and arranged for his son Zhang Yan and daughter-in-law to flee to Canada before he fell.
Because Zhang Qi's son, Zhang Yan, was involved in a huge amount of money, China issued a red notice to the world. To this day, Zhang Yan still carries the "red notice" and hides in Tibet overseas.
"He (referring to Zhang Qi) actually regretted letting his son escape in the later stage, he hoped that during the period of review, he could persuade his son to come back, he sent dozens of WeChat messages to his son, but his son never returned, he felt more sad." After being promoted to the provincial and ministerial levels, he accepted bribes of more than 100 million yuan
According to the public resume, Zhang Qi was born in March 1961, and after graduating from Huainan Normal College in 1981, he stayed in the school to work, successively serving as deputy secretary and secretary of the youth league committee, and in 1988, he was appointed deputy manager of the Southern Company of the Huainan Mining Bureau of the former Ministry of Coal.
Also in 1988, Hainan established a province and established the Hainan Special Economic Zone, and about 100,000 people from all over the country went to Work in Hainan, known as "100,000 talents going to Hainan". Under the call of "100,000 talents going to Hainan", Zhang Qi resigned from his hometown in Anhui to develop in Hainan.
He started from the grassroots level, and in the past few decades, he has been promoted step by step, successively serving as the secretary of the danzhou, sanya, and haikou municipal party committees, but in the process of power growth, he gradually lost his original intention of breaking into Hainan.
In September 2019, Zhang Qi was appointed as a member of the Standing Committee of the Hainan Provincial Party Committee and secretary of the Haikou Municipal Party Committee.
In December 2020, the court sentenced Zhang Qi to life imprisonment. After investigation, he used his authority to help others in land development, project contracting, project promotion and other matters, and accepted bribes of more than 107 million yuan.
The feature film pointed out that of the 107 million yuan that Zhang Qi accepted bribes, 101 million yuan occurred after he became a provincial and ministerial cadre, that is, after 2014.

Of the more than 100 million yuan, Zhang Qi himself directly received less than 2 million yuan, and the rest was received through his wife and son under the guise of "business investment".
Zhang Qi's wife, Qian Ling, went to the sea to do business at an early age. After the Eighteenth National Congress of the Communist Party of China, the central government explicitly prohibited the spouses, children and spouses of leading cadres from doing business and running enterprises within their jurisdiction, and Zhang Qi arranged for his wife to ostensibly break off relations with the company, but in fact hid behind the scenes.
Qian Ling and Zhang Qi are typical of "front shop and back factory". After Zhang Qi seeks benefits for the boss and the developer, he finds a suitable opportunity to introduce his family to the boss, and the boss also knows that he will give Zhang Qi benefits.
In terms of the specific means of power and money transactions, Zhang Qi uses a variety of seemingly legal shells to package.
During his tenure as secretary of the Sanya Municipal Party Committee, he launched a landscape improvement project on a main road, a project with a target amount of hundreds of millions of yuan, and Zhang Hailin, chairman of the winning enterprise, was a related household with Zhang Qi who had interests. On the one hand, Zhang Qi let his wife accept tens of millions of yuan in bribes from Zhang Hailin's enterprise under the packaging of seemingly legal economic behaviors such as "stock speculation" and "financial management"; on the other hand, he covered up the essence of the project approved by Zhang Hailin through superficially compliant bidding procedures.
"I was there, he was doing two projects, one was the East Coast Wetland Park, the other was the transformation of this road, the surface was bidding, in fact, Zhang Hailin once came to my wife, asked me to have dinner, to talk about this matter, I told him who you are going to find, bidding for a formality." Zhang Qi said.
Moreover, Zhang Qi is not eager to cash in all the benefits at the moment, but carefully lays out the long-term plan for his life after retirement, and even for his next generation.
Zhang Qi said that the boss's money is the same as the money in his pocket and in my pocket, that is, I don't lack money when I spend money. Before falling from power, he arranged for his son and daughter-in-law to flee to Canada
In addition to his wife, Zhang Qi also pulled his son Zhang Yan into the power and money transaction.
Zhang Yan studied in Canada in his early years, and in 2012, Zhang Qi went abroad to attend his son's graduation ceremony, and let his son accept the "living expenses" sent by a boss who accompanied him.
"I also had very little control over the family, especially for my child, so I said I wanted to help him, and one of the bosses who was on a trip with me offered to give him $100,000, and I also deceived myself and told my son that you would give him back in the future." Zhang Qi said.
After Zhang Yan returned to China and proposed to do business, Zhang Qi introduced various bosses to him, and once again "borrowed" from the boss to give his son as capital.
Luo Haiqiang, the actual controller of Hainan Jianfeng Tourism Development Company, "lent" Zhang Yan 30 million yuan, and in return, Zhang Qi provided help for Luo Haiqiang's enterprise in promoting land acquisition and demolition.
Zhang Qi also let Chen Xuehui, the owner of Hainan Hengrui Industrial Development Co., Ltd., invest in the purchase of two properties for his son in Haikou and Shenzhen, of which a sea-view house in Shenzhen reached a purchase price of 35 million yuan. Zhang Qi used his authority to help Chen Xuehui's company in contracting projects and resolving land disputes.
Zhang Yan soon became accustomed to relying on his father for nothing, and also began to take the initiative to ask the boss. He traveled back and forth between China and Canada to live a life of luxury and pleasure.
During his life in Canada, Zhang Yan also asked his boss for hundreds of thousands of Canadian dollars to buy a luxury car, and within a few days the car crashed, and he went to the boss to ask for hundreds of thousands of Canadian dollars to repair the car.
Zhang Qi also used the power in his hands to seek the status of a deputy to the national people's congress and a member of the Chinese People's Political Consultative Conference for the second generation of the boss. In fact, it paved the way for his son's future development, and better strengthened the relationship between his son and these bosses, and the second generation of the bosses, and his purpose was to continue to pass on power and wealth between the two generations.

Zheng Zhijian (WeChat D: bqzhengzhiju) noted that the footage of Zhang Yan's arrest warrant in the feature film shows that the arrest warrant was issued on October 22, 2019, more than a month after Zhang Qi's downfall.
The feature film also revealed that Zhang Yan is still carrying a red notice and hiding in Tibet overseas, but many bosses who fled at the behest of Zhang Qi quickly recognized the situation and took the initiative to return to China to cooperate with the investigation.
"I especially regret this incident, and I also hope to tell my son that he is still young, don't give up on himself, and can return to China as soon as possible to surrender himself." Facing the camera, Zhang Qi said.
