At about 6:30 a.m. on January 11, the traffic brigade of Xinzhou District of Wuhan City received an alarm that a traffic accident occurred at the intersection of Chaibo Avenue and Yuanmeng Road in Yangluo Street, and someone fell to the ground. Chen Yi and Wang Xuejun, police officers on duty of the accident squadron, rushed to the scene, and the injured have been sent to the hospital by 120 ambulances for treatment. After on-site investigation and video surveillance, the accident was a collision of two two-wheeled vehicles, and after the collision, both drivers fell to the ground. After about 2 minutes, one of the drivers got up and drove away by themselves. After investigation, it was determined that the traffic accident was a hit-and-run case.

After investigation and tracking, at 3 p.m. on January 15, the police found the hit-and-run suspect Zhang Moumou in a logistics park and summoned her to the Yangluo Traffic Police Squadron for investigation. Mr. Zhang confessed to driving a two-wheeled electric vehicle without a number plate in violation of traffic lights, resulting in a traffic accident with the two-wheeled motorcycle driven by Mr. Cai, and driving away from the scene by himself.

At present, Cai Moumou is still in a coma in the hospital, and the punishment of Zhang Moumou will be confirmed by the Xinzhou traffic police in the follow-up according to the results of Cai Moumou's injury appraisal.

Wuhan Xinzhou traffic police remind the majority of drivers, such as road traffic accidents causing casualties, should immediately stop, rescue the injured, protect the scene, and quickly call the police to wait for treatment. After a road traffic accident occurs, if the parties knowing that a traffic accident has occurred, drive a vehicle or abandon the vehicle to flee the scene of the accident, or send the injured person to the hospital, but fail to perform the obligation to call the police and wait for the treatment to leave; or escape during the investigation, it is deemed to be a traffic hit-and-run.

According to the relevant provisions of the Road Traffic Safety Law: If a person flees after causing a traffic accident and does not constitute a crime, the traffic management department of the public security organ shall impose a fine of between 200 yuan and 2,000 yuan. Article 133 of the Criminal Law stipulates that whoever violates the regulations on the administration of transportation and thereby causes a major accident, causing serious injury or death to a person or causing heavy losses to public or private property shall be sentenced to fixed-term imprisonment of not more than three years or criminal detention;
