"China Cultural Metro Development Report 2021" was released to analyze the current situation of subway culture

According to reports, after the preparation of the "China Cultural Metro Development Report" was officially launched, the team of UCD New Cultural Creation and the Chinese Academy of Social Sciences jointly built the "Theoretical Framework for the Construction of Cultural Subways in the Whole Life Cycle" and the "Indicator System for the Development of Chinese Urban Cultural Subways" on the basis of the chain of public culture construction of urban rail transit in research, policy, establishment, creation and camp, and gathered the branches of UCD distributed in 48 cities across the country to conduct research and inventory on the urban rail transit cultural development data of 57 cities. The specific cases of 8 cities around the world and 10 cities in China are interpreted and analyzed, and the trend insight of cultural subways from a global perspective is put forward.

He Dexu, president of the Institute of Financial and Economic Strategy of the Chinese Academy of Social Sciences, pointed out that in the context of the national strategic orientation of the cultural space and cultural audience of the urban rail transit system, the current research on subway culture is still relatively lacking. The "China Cultural Metro Development Report 2021" not only sorts out the development context of the cultural subway, but also pays timely attention to relevant policy documents; it can feel the solid academic support behind the report, and the continuous innovation of research methods; the author team has both scientific researchers such as urban economy and cultural creativity, as well as university research forces in the fields of computer and design, as well as practitioners in the front line of subway design, construction and operation. These characteristics form an open thinking, a broad vision and a pluralistic perspective of the report, which are in line with the multidisciplinary and problem-oriented research characteristics of the Institute of Financial and Economic Strategy of the Chinese Academy of Social Sciences for a long time, and also conform to the characteristics of the cultural subway as an emerging cross-cutting research.

The report and the main programmer Lu tell the origin of the project and release the methodology of "full life cycle cultural subway construction". Cheng Lu reviewed the origin of the report, and briefly introduced the cultural subway practice in 9 cities and 26 lines with the development context of the UCD Urban Construction Design New Cultural and Creative Strategy Research Office from 2018 to 2021. Aiming at the three major pain points of the lag in the overall line network and line cultural planning, the content of cultural and artistic presentation and the decoupling of the guangtong business elements and culture with a single carrier and non-ticket operation, a systematic solution of cultural "acupuncture" intervention is proposed for all aspects of urban rail construction. At the same time, the city observer program was launched, attracting experts from various fields such as culture, design, art, cultural relics protection, and media from 49 cities that have opened subways to join the observation group, improving passenger perspective data for reporting, and finally forming a report development team of more than 100 people.

Ma Jidong, co-editor-in-chief of the report, pointed out that China's subway has experienced a period of rapid infrastructure development in the past 10 years. Whether it is from the operating mileage or passenger flow are in the world's leading level, but now it is also facing the transformation from extensive to quality-based, from the past data-based theory, scale theory, to today's service improvement, user experience upgrade transformation of the important period, culture is a crucial catalyst to achieve transformation. Subsequently, in view of the interpretation of the cultural subway under 6 keywords, 6 experts were asked questions in turn to discuss.

At the subsequent UTALK forum, focusing on the topic of "Metro New Era - How to Define Chinese Culture and Metro", Wei Pengju, Dean of the Institute of Culture and Economics of the Central University of Finance and Economics and Director of the National Cultural Innovation Research Center, Sun Ruofeng, Director of the National Tourism Standardization Technical Committee and former Director of the Department of Science and Technology Education of the Ministry of Culture and Tourism, Jin Yuanpu, Professor of Chinese Min University and President of the China Creative Industries Research Association, Qi Shuyu, Professor of the Central Party School (National School of Administration) and Chief Expert of the Innovation Project of the Ministry of Culture and History, Fang Yong, Secretary of the Party Committee of the Institute of Journalism and Communication of the Chinese Academy of Social Sciences, Yang Ling, Senior Advisor of the Science Museum of Tsinghua University, and other experts and scholars have successively made all-round interpretations of the cultural subway through multiple perspectives such as cultural policy, cultural tourism industry, creative industry, public cultural service, cultural communication, cultural relics protection and art exhibition.

In his speech, Wei Pengju stressed that the subway is not only an important support system for the construction of a cultural power, but also an important spatial carrier for realizing the upgrading of the people's beautiful life. "The cultural subway is a cultural space, with cultural symbols, cultural narratives, cultural functions and cultural fields, the core of which is to empower the subway with culture, in this scene, use services to shape people's concepts." From the perspective of communication, the urban subway is a mass medium for urban cultural communication, and its spatial volume is huge, and its effect should be measured from four aspects: communication, influence, guidance and credibility. "

Sun Ruofeng said in his speech that in the era of cultural tourism integration, the industrial integration of culture and tourism has been reflected in all aspects. Through this seminar, I felt that the urban construction design institutions represented by UCD have taken the lead in making a good demonstration, and in the fields of urban renewal and urban rail transit, the elements of culture and tourism have been embedded and embroidered into the urban public space, so as to activate and add the content of urban cultural tourism.

Kim Moto-pu affirmed that the seminar was a new starting point and a landmark event. Since then, people have new requirements for the subway, which was once a simple means of delivery, and have entered a new stage of pursuing culture, especially aesthetics, art and natural materials. The cross-border team integrated in the report is very much in line with the current group combination of cultural and creative industries, because cultural creativity requires not only an understanding of culture and art, but also an understanding of science and technology, the original professional skills of the industry, and new explorations in finance and management. It is precisely because of the characteristics of this cross-border operation that the cultural and creative companies under the organizer UCD will have a strong vitality.

Qi Shuyu expressed his agreement with the theoretical framework of the report such as the construction of cultural subways throughout the life cycle in response to the question of how the subway reflects the public cultural attributes. At the same time, it also puts forward the perspective of constructing the subway cultural scene: the subway cultural scene should be composed of six major elements, one is a specific community, the second is a specific space, the third is a diverse group of people, the fourth is rich activities, the fifth is the value of the scene, and the sixth is digitalization to present the richness and diversity of the subway.

Fang Yong pointed out that the subway culture is naturally formed, and the cultural subway is to be built. From the perspective of measuring the effect of subway cultural communication, one is that the communication content should be novel and unique, which can arouse the attention and curiosity of passengers; the second is that the cultural content should be deep and thick, which can stimulate emotional resonance and constitute influence; the third is that the value orientation of culture is clear and effective, guiding people's behavior, inspiring people's spirits, and boosting people's souls; fourth, the communication content is in line with mainstream media values and has credibility.

Yang Ling, who has served as vice president of the National Centre for the Performing Arts, director of the Beijing Art Museum and director of the Beijing Ancient Coin Museum, shared her views on the formation of a social consensus on the formation of a cultural subway and the exhibition display of the museum. The cultural space defined by the subway is consistent with the attributes of the museum space, and has a large number of resources and necessities for cultural development. In terms of content form, it can carry activities such as fine arts, drama, and popular science, as well as the spatial intervention of contemporary art. For example, the popularization of museum knowledge in Guangzhou Metro and the performance cooperation of UCD in Zhengzhou Metro and Henan Museum have great possibilities, both from the aesthetic level and the level of historical and cultural cognition, and the design of the operation mechanism is very important and needs to be further improved. It is expected that the birth of the report will play a role in promoting and leading the formulation of relevant national policies and the research of the academic community.

It is reported that the "China Cultural Metro Development Report 2021" is scheduled to be officially released in the next year and published by the National Academy of Administration Press. In the future, the biennial report will be updated on a biennial basis in a biennial cycle. At the same time, the report team will carry out in-depth co-construction of cultural subway construction in various cities, and improve the application system around the "theoretical framework of full-life cycle cultural subway construction". In response to the report statistics, the joint media launched a single selection of the most beautiful stations and the most beautiful subway city events.
