During his time at Peking University, Tan Shoulin became acquainted with Huang Rikui, a member of the Communist Party of China, and then joined the Chinese Socialist Youth League, and in 1924, he joined the Communist Party of China, working in the Beijing branch of the Cpc Northern District Committee and the Secretariat of the China Labor Union led by Li Dazhao, mainly responsible for editing the Workers' Weekly and engaging in secret revolutionary activities.

Here, Tan Shoulin and others spent nearly a year to develop wuzhou's trade union organizations to 30, with more than 10,000 members, and more than 90% of the workers have joined the trade union.

In 1928, Tan Shoulin actively engaged in the workers' movement in Shanghai, and successively served as the secretary general of the National Seafarers' Union and the secretary-general of the All-China Federation of Trade Unions, becoming one of the important leading backbones of the national workers' movement.
During his time in Shanghai, Tan Shoulin was responsible for part of the editorial work of the Red Flag Newspaper, the organ of the Communist Party of China, and at the same time he also created many revolutionary literary works, using the pseudonyms of Manshu and Mian Yu to publish articles such as "Life in Prison" and "The Survival of Prisoners" in the progressive newspapers and periodicals of the time, exposing the sinister faces of reactionary warlords and The Right Wing of the Kuomintang.
