According to the Russian Satellite News Agency reported on the 12th, a poll conducted by market research company Ipsos in November 2020 showed that one in ten French people claimed to be victims of incest. Such surveys over the years have shown that the number of people who allegedly experienced sexual abuse within the family in childhood or adolescence has tripled compared to 2009. The French government has announced plans to ban incestuous relations.

While incest relations are still legal in France, with the exception of those involving children, Adrien Taquet, the secretary of state for child protection, said the government intended to criminalize the relationship, even if both parties were over the age of 18.

AFP quoted Taquette as saying: "Legislation will be enacted to issue a clear ban in society: incest is prohibited, and you cannot have sex with a father, son or daughter regardless of age." It's not an age issue or a 'adult consent' issue. We are battling incest. The signal must be clear. ”

In support of the "explicit prohibition," he added that he wanted to revisit the threshold for incest violations for the 18-year-old. Under the revised rules, cousins can still marry, but there is no clarification as to whether the proposed legislation would be extended to step-child families.

In 1791, incest, blasphemy and sodomy were abolished from the french post-Revolution criminal law as "victimless crimes", which is consistent with the judicial philosophy that "there is no crime without victims".

While France previously banned adults from having sex with minors under the age of 15, it did not automatically consider it rape. As a result, a new law was enacted last April that defined sexual relations with minors under the age of 15 as statutory rape, punishable by 20 years in prison, unless the sexual act was consensual and the age gap was not large. The French government has also introduced laws that criminalize sexual relations with close relatives under the age of 18.

According to a poll conducted by Ipsos in November 2020, 1 in 10 people in France claimed they had been victims of incest. According to estimates by the French Ministry of the Interior, no more than 10 per cent of victims of sexual abuse have ever filed complaints against the perpetrator. (Editor: SDY)
