The meeting summarized the work of the Municipal Football Association in the past four years, and discussed and deployed the next stage of work; the meeting voted to pass the amendment to the "Constitution", elected a new leading group and board of supervisors of the Municipal Football Association, Liu Haiguang was re-elected as the chairman of the Shanghai Football Association, and 10 people, including Lin Yi and Fan Zhiyi, were elected as vice chairmen.
Xu Bin expressed warm congratulations to the newly elected leadership team of the Municipal Football Association and affirmed the work of the leadership team of the previous association. He said:
Shanghai is the birthplace of modern Chinese football and the representative of Haipai football. The Municipal Sports Bureau has always been concerned about and concerned about the deepening reform and development of Shanghai football, coordinated the reform for the Shanghai Football Team, and supported and guaranteed the independent operation of the Shanghai Football Association according to law. In the next work, the Shanghai Football Association should first focus on the shortcomings, accurately exert forces, and overcome difficulties for deepening the reform of Shanghai football. Establish a sense of the overall situation, make up for the shortcomings of development; unite social forces and improve the development environment; focus on basic groups of people to achieve win-win integration. Secondly, we must optimize the system, strengthen governance, and build a foundation for the realization of accurate services in the industry. Improve the management system, strengthen the guarantee function; enrich the cultivation mechanism, highlight the talent function; pay close attention to industry management, and create industry standards. Finally, we must lay a solid foundation, strengthen ourselves, and promote the high-quality development of Shanghai football. Consolidate the grass-roots party groups, strengthen the leadership of party building, focus on business priorities, improve internal governance, and recruit talents from all sides to build a professional team.
The conference expanded the Executive Committee, with more representatives from government departments, professional clubs, football celebrities and social enterprises as fresh blood to enrich the 29-member Executive Committee.
Since the change of term in September 2017, in accordance with the requirements of the five modernizations (socialization, materialization, standardization, specialization and internationalization) of the reform and development of sports associations in the city, under the premise of normalizing the prevention and control of the epidemic, the Municipal Football Association has been determined to reform and innovate, lead with science and technology, gather wisdom, overcome difficulties, and achieve positive results in various work.
Continue to promote the reform of the city's football management system and strengthen the effectiveness of governance. The "Shanghai Football Association Adjustment and Reform Plan", "Shanghai Football Medium and Long-term Development Plan (2016-2050)", "Shanghai Football Venue Facilities Construction Plan (2016-2020)" and other documents were issued, which clarified the goals and paths for promoting the reform of The Football Management System in Shanghai. The former Shanghai Football Sports Management Center and the Shanghai Football Association completed the decoupling reform and realized the separation of management and office.
Full-service professional football clubs, highlighting the leading role. In the past four years, Shanghai Shenhua has won the FA Cup twice in 2017 and 2019, Shanghai Harbour won the Chinese Super League championship in 2018, and Shanghai Shengli won the second place in the Women's Super League and the FA Cup in 2019 and the third place in the Women's Super League in 2020 and 2021.
The decisive battle of the Shaanxi National Games will add glory to the city. Four soccer teams from men and women in Shanghai competed in all four sub-events of the football program. All parties worked together to overcome the epidemic and work tenaciously to achieve a total of 2 gold and 1 silver.
Consolidate youth football work. In 2018, the Municipal Football Association was selected as one of the first 15 "Youth Training Centers of the Chinese Football Association" named by the Chinese Football Association, and the Association continued to play the role of competition leverage, adhering to the principle of "training by competition, promoting training by competition", founding events such as the Youth Club League, and completing the listing and transaction of the Youth Club League through the property rights trading market, providing a demonstration template for promoting football reform and the development of the sports industry.
Establish and improve the social football system. Created a new tournament brand for the City Football Association Super League, First Division and Champions League. The Shanghai Super League and the Shanghai League One and the Chinese Football Association's four-tier league (Chinese Super League, Chinese First Division, Chinese Second Division, and Chinese Champions) have formed a connection and become the fifth and sixth level competitions in the country. The Champions League of the Municipal Football Association has formed a run-through of competitions at the municipal and district levels. In 2018, the Municipal Football Association won the best member association of "People's Football" organized by the Chinese Football Association.
Diversified football professional training. In the past four years, the Municipal Football Association has taken the initiative to go deep into campuses, professional clubs and enterprises and institutions to hold coach orientation training courses, providing a diversified learning platform, with a total of about 5,000 people trained; a total of 1766 registered referees, including 6 international referees and 18 national referees, are at the leading level in the country. In 2018, Shanghai pioneered the provincial competition supervision and competition management training class in the country.
Open to hold major events at home and abroad. Cooperate with FIFA and the Chinese Football Association to successfully hold the 11th FIFA Council. Actively cooperating with the bidding, Shanghai has become one of the host cities for the 2021 FIFA Club World Cup and the 2023 AFC Asian Cup.
Standardization and digital construction continue to accelerate. The information platform of the Municipal Football Association has been comprehensively upgraded and launched to achieve scientific and standardized management. The "Disciplinary Guidelines of the Shanghai Football Association", the "Detailed Rules for the Implementation of the Measures for the Administration of the Technical Level of Football Players in Shanghai", the "Membership Management System of the Shanghai Football Association" and other documents that regulate the management of the city's football industry have led the healthy and orderly development of the city's football industry.
In the next stage, the Municipal Football Association plans to focus on six directions, such as going all out to prepare for the Asian Cup, scientifically creating a rich and diversified competition system, persistently consolidating the youth training work, effectively strengthening the internationalization of professional teams, improving the service construction of members and professional talents, and realizing the self-hematopoietic function of the association. Liu Haiguang, the new chairman of the Municipal Football Association, said: "In the new round of the cycle, the leadership team of the Shanghai Football Association will continue to improve its political position, strengthen its ideals and beliefs, strengthen unity and cooperation, put the 'association' word of the football association in the first place, have the courage to innovate and make breakthroughs, improve the service level of the association, do a good job in football work with a strong sense of political responsibility and historical mission, create a new situation in the development of Shanghai football, and strive to achieve the goal of building Shanghai into a world-famous sports city." ”
