Recently, the Chongqing Municipal Housing and Urban-Rural Development Commission issued the "14th Five-Year Plan for Housing and Urban-Rural Construction Science and Technology in Chongqing (2021-2025)" (hereinafter referred to as the "Planning"), which clarifies the guiding ideology, basic principles and development goals for the development of industry science and technology during the "14th Five-Year Plan" period in Chongqing. It is expected that by the end of the "14th Five-Year Plan", Chongqing's scientific and technological innovation capabilities will be significantly enhanced, of which R&D investment will increase by 10-15%, no less than 300 research projects will be carried out in construction science and technology plans, major breakthroughs will be made in key core technologies in key areas, no less than 10 major key technologies will be overcome, and 50-60 new technologies will be promoted and applied.

Upstream reporters saw that the "Planning" focuses on the central work of rail transit construction and urban renewal, and clarifies 8 types of key scientific and technological tasks.

The first is the low-carbon transformation technology task under the dual carbon target, including green and low-carbon technology research, building energy efficiency improvement technology research, etc.

The second is the new building industrialization science and technology task with industrial modernization as the goal, including the research on the key technologies of the industrialization of mountain cities, and the research on the coordinated development technology of intelligent construction and industrialization.

The third is the scientific and technological task of high-quality development of green buildings in hot summer and cold winter areas, including research on key technologies of high-quality green buildings and research on comprehensive improvement technology of residential health performance.

The fourth is to build a "green, low-carbon, safe, shared and innovative" urban water system science and technology task, including Shanshui urban water system health technology research, urban water environment comprehensive improvement technology research.

The fifth is the research and development of key technologies for urban infrastructure construction, covering new urban construction, rail transit, underground space development, urban pipe network and other fields.

The sixth is the research and development of key technologies for disaster prevention and mitigation and urban resilience improvement, involving slope stability, earthquake prevention and disaster reduction, flood prevention and drainage.

The seventh is the task of urban renewal technology system construction, including the transformation of old residential buildings, the protection and repair of historical and cultural buildings, and so on.

The eighth is the research and development tasks of appropriate technologies for rural construction, including the improvement of rural habitat quality, the construction of prefabricated farmhouses, and the application of rural information technology.

The "Plan" also proposes that Chongqing will implement the innovation-driven development strategy and enhance the ability of scientific and technological innovation in the construction field as the goal, and put forward six construction tasks such as "strengthening the main position of enterprise innovation, promoting the integration of government, industry, education and research, strengthening the construction of talent teams, creating a scientific and technological innovation platform, and improving the technical standard system", improving the industry's scientific and technological innovation system, and supporting the smooth development of scientific and technological research in construction.
