Establish a leading group for the construction of water-saving social standards headed by the main leaders of the county party committee and county government at a high standard, timely convene a special meeting on the construction of water-saving social standards, study the tasks and key tasks of the deployment stage, study the difficult problems and special situations of the meeting, consolidate the responsibilities of township territories and the responsibilities of industry departments of member units such as water conservancy, housing construction, development and reform, and finance, and make overall plans to promote the creation of a water-saving society. Strengthen system construction. Continuously improve the water-saving system, and further optimize the management and procedures of planned water use, water-saving "three simultaneous", and water price reform. Give play to the positive role of price leverage in the allocation of water resources, and fully implement the ladder price system for residential water and the progressive mark-up system for non-resident water use beyond the plan. Strictly implement the management of water withdrawal permits and the collection system of water resource fees, as well as the market access system for water-saving appliances and equipment. Strengthen supervision and assessment. The construction of county-level water-saving social standards will be included in the year-end assessment of the river chief system and the assessment of departmental work, and work plans and annual implementation plans will be formulated to ensure the steady development of the work of creating water-saving social standards.

In accordance with the principle of "overall coordination, comprehensive balance, and room for maneuver", all the self-owned water users in the county and the large water users in the public water supply pipes will be included in the scope of planned water use control, and all 8 large and medium-sized irrigation districts and more than 300 industrial enterprises in the county will install water metering facilities, and the agricultural water metering rate in the county will reach more than 64%, and the industrial water metering rate will reach 100%. At the same time, strengthen the demonstration of water resources for project construction and the "three simultaneous" management of water conservation, and do not approve and permit projects whose water use efficiency does not meet the requirements of water use quotas; for projects that do not design water-saving facilities in accordance with regulations, they will not apply for the "Construction Project Construction Permit"; and for projects that do not build water-saving facilities in accordance with regulations or fail to pass the water-saving acceptance inspection, they will not go through the formalities for the completion and acceptance of the project. System governance improves efficiency. Implement agricultural water-saving and efficiency-enhancing, invest 175 million yuan, comprehensively promote the construction project of key counties for small farmland water conservancy, the water-saving supporting transformation of canal systems in eight major irrigation areas, and the demonstration project of large-scale water-saving irrigation, and develop 48,600 mu of high-efficiency water-saving irrigation area such as pipe irrigation and sprinkler irrigation; take the Ganxi Irrigation District as a pilot project, vigorously promote the construction of agricultural water price reform projects, and complete the task of agricultural water price reform of 22,000 mu. Accelerate industrial water conservation and emission reduction, promote the adjustment of industrial structure with high water consumption, promote advanced water-saving processes, technologies and equipment, and improve the reuse rate of industrial water; at the same time, implement negative list management, strictly control the new or expansion of high-water-consuming projects, and eliminate high-water-consuming processes and high-water-consuming equipment. Strengthen urban water conservation and loss reduction, continue to carry out urban water supply pipe network transformation projects, and control the leakage rate of urban water supply pipe network within 10%. Comprehensively promote water-saving appliances, eliminate and rectify non-water-saving appliances in public areas, and popularize 100% of water-saving appliances in newly built and expanded residential communities and public places. Strict law enforcement and strong supervision. According to law, 4 enterprises with incomplete procedures and the risk of water theft and discharge exceeding the standard are shut down, 1 enterprise with a large amount of sewage discharged into the park as a whole, and 1 enterprise that has withdrawn from the discharge of wastewater. Strengthen the collection and enforcement of water resources fees, regularly read tables, approve data, issue notices of water resources fee collection, and enforce the law in accordance with the law for individual water users who delay or refuse to pay, so as to maintain the seriousness of water administrative law enforcement.

With the widest publicity, do a good job of water-saving awareness articles. Create a model to lead the fashion. Focusing on leading enterprises such as non-ferrous fluoride chemistry and large water users, we will create water-saving technology transformation demonstration projects to drive the county's industrial water-saving projects; select important and relatively concentrated county party committee government compounds, Wujiashan and other units to create models for water-saving organs, and drive public institutions in the county to carry out water-saving social creation activities; select residential communities with better basic conditions and relatively good management to carry out the creation of water-saving residential communities, leading resident families to form a new trend of water-saving. Innovation carriers export good consciousness. Combined with the "World Water Day, China Water Week" and "National Urban Water Conservation Publicity Week" activities, go deep into communities, schools, townships, squares and other places to publicize water conservation work in multiple forms and channels, vigorously publicize water-saving policies to residents, students and enterprises, guide the masses to develop scientific water use habits, and effectively enhance the awareness of water conservation among the whole people. In primary and secondary schools, activities such as water-saving theme essays and speech contests are carried out to guide students to enhance their awareness of water conservation. All media publicity to launch a good atmosphere. Use mobile phone text messages, television, network platforms and other media to publicize water-saving knowledge, expand the coverage of water-saving publicity and education, mobilize the whole society to save and use water resources, cherish and cherish water resources, create a water-saving and water-saving atmosphere in the whole society, and guide the public to establish the awareness that saving intensive water is to protect the ecology and protect the homeland.
