Through surveillance, the police found that the suspects in more than a dozen cases were actually the same group of people - 4 teenagers. They are all long-lived people in Chongqing, aged thirteen or fourteen, and both dropped out of school. According to the police, the four people have multiple theft records in the local area. This time, they chose the nearest Wusheng as the target of the crime.

Before the incident, several people chartered a car from Chongqing to Wusheng County, and when they stepped on the spot, two of them were "scratch music" enthusiasts, and after seeing the lottery station, they had the idea of stealing lottery tickets. They operated late at night, stealing lottery ticket stations and other shops before taking a chartered bus back to Chongqing.
