Liu Xueji was born in December 1928 in Xinzhou, Shanxi. In October 1938, Liu Xueji, who was not yet ten years old, joined the Eighth Route Army. By the eve of the victory of the War of Resistance Against Japan, Liu Xueji was already a platoon leader of the 2nd Brigade Guard in zhangjiakou garrison.

After the founding of the People's Republic of China, Liu Xueji served as the deputy instructor of the guard battalion directly under the 66th Army of the Volunteer Army, and later served as the commander of the 1st Battalion of the 593rd Regiment of the 198th Division. During the Korean War, Liu Xueji participated in the First to Fourth Battles. In the War to Resist US Aggression and Aid Korea, the first four battles were fought extremely hard, and the volunteer army, despite insufficient logistical support, still fought bravely with the United Nations army led by the US army.

In April 1951, Liu Xueji returned to China and successively served as the first deputy regimental commander and chief of staff of the 592nd Regiment of the 198th Division of the 66th Army, the chief of staff of the 593rd Regiment of the 198th Division of the 66th Army, the acting regimental commander of the 593rd Regiment of the 198th Division of the 66th Army, the commander of the 594th Regiment of the 198th Division of the 66th Army, the commander of the 5th Regiment of the Engineering Corps of the Beijing Military Region, and the chief of staff of the 1st Engineering District of the Engineering Corps of the Beijing Military Region.

In September 1966, Liu Xueji crossed the military region to serve as the deputy director of the Operations Department of the Lanzhou Military Region Headquarters, and the commander of the Lanzhou Military Region at that time was Zhang Dazhi, the founding lieutenant general.

In December 1969, Liu Xueji was appointed chief of staff of the Qinghai Provincial Military Region. In April 1980, Liu Xueji left the Qinghai Military Region where he had worked for nearly eleven years and was transferred to the Ningxia Military Region as chief of staff.

In May 1983, Liu Xueji became the commander of the Ningxia Military Region, and later concurrently served as a member of the Standing Committee of the Ningxia Autonomous Region Party Committee, becoming a member of the Standing Committee of the Ningxia Autonomous Region. In September 1988, our army resumed the rank system for the first time, and Liu Xueji was awarded the rank of lieutenant general, which is also one of the few lieutenant generals in the regular army.

In March 1993, liu Xueji, then 64 years old, left his job to recuperate. More than five years after his retirement, Liu Xueji was awarded the Medal of Merit for Independence.
