Both the military and the Central Government serve the National Government, so why do they never cooperate sincerely and always fight in the nest?

What is history: it is the echo of the past to the future, the reflection of the future on the past. - Hugo

The two departments of the military command and the central command are secret service agencies, and what is puzzling is that these two departments often fight among themselves, so why can't they share espionage and cooperate?

This brings us to the attribution and function of the two, which are very much related but very different.

The full name of the so-called Central Unification is the "Investigation and Statistics Bureau of the Central Executive Committee of the Chinese Kuomintang", referred to as the Central Unification, formerly known as the Party Affairs Investigation Section under the Organization Department of the Kuomintang Central Committee, which was reorganized in 1938 after the all-out War of Resistance.

In terms of subordination, the Central Committee belonged to the department of the Kuomintang Organization Department and was a functional department of the National Government.

The full name of the so-called military unification is "Investigation and Statistics Bureau of the Military Commission of the National Government", referred to as the Military Unification, the predecessor can be traced back to the Special Branch of the Revival Society, and later integrated with the Secret Investigation Group of the Central Military Commission and the Investigation and Statistics Bureau of the Central Military Commission, and it was also reorganized in 1938.

In terms of subordination, the military command is subordinate to the Military Commission of the National Government and is a department of the Kuomintang army system.

Logically speaking, the division of labor between the Central Committee and the military in the National Government is quite clear, with the Central Unification being responsible for Party affairs and the Military Unification being responsible for military affairs.

The Central Unification is responsible for the affairs of the Kuomintang, and as long as there is a threat to the Kuomintang, it is the target of the Central Unification War, in addition to the CCP, but also some people who betray the Kuomintang's puppet regime.

Before the War of Resistance Against Japanese Aggression, the power of the Central Unification was very large, and at that time, in order to strengthen the control of the Kuomintang, Chiang Kai-shek vigorously supported the two brothers Chen Guofu and Chen Lifu; because the Central Unification had a strong grass-roots party organization, its influence was quite strong; when Chiang Kai-shek was opposed to communism, he once said, "It is better to kill a thousand by mistake than spare one." The specific executive department is the Central Unification, and as long as the Central Unification says that you are a communist party, you will be unlucky.

However, Er Chen's influence was too great, which also caused Chiang Kai-shek a headache, for example, some people in the Kuomintang opposed Er Chen, and Er Chen used the power of the Central Unification to suppress it, from intimidation to death.

After the outbreak of the War of Resistance Against Japanese Aggression, due to the loss of a large part of the country, the grass-roots party organizations of the Central Unification were seriously damaged, and they no longer had the former prestige.

At present, the main target of the Kuomintang's war has also changed from suppressing the Communists to resisting Japan, and after the cooperation between the Kuomintang and the Communists, the sense of existence of the Central Unity has become very weak. In contrast, the status of military command is self-evident.

In peacetime, the status of the military commission is very high, and in the War of Resistance Against Japan, it is inevitable to take military control measures, at this time, most of the officials of the government system are decorations, and only those who hold the barrel of a gun can be regarded as in power.

Before the outbreak of the all-out War of Resistance, the targets of the military command were mainly engaged in anti-communist activities and provided intelligence services for the nationalist army; after the outbreak of the all-out War of Resistance, the military command not only spied intelligence and counter-espionage work, but also used assassination methods to oppose the Japanese army and the traitors who surrendered to Japan.

Compared with Er Chen, who was a little inflated and not very obedient, Dai Kasa, the head of the Military Command Bureau, as a student of old Chiang Kai-shek, was plucked up by old Chiang Kai-shek and obeyed old Chiang's words, so in the stage of the War of Resistance Against Japanese Aggression, the position of the Military Command Bureau was constantly prominent.

Although people are accustomed to summing up the difference between the central unification and the military unification as follows: the central unification is responsible for party affairs and the military unification is responsible for military affairs, in practice, there is a considerable conflict.

As mentioned earlier, in the early stages, Old Chiang supported the Central Unification of the Erchen Brothers to strengthen party affairs, but Erchen was a bit inflated and disobedient, which aroused the jealousy of Old Chiang, and in the later period, he supported the military commander Dai Kasa, which was actually the purpose of suppressing Erchen.

The so-called "no faction within the party, all kinds of strange things," the old Chiang Hope that the Central Unification and the Military Unification can complement each other, there is both competition and cooperation, so that the two can contain each other. Therefore, the division of labor between the military command and the central command carried out by chiang kai-shek in 1938 only roughly clarified the affairs of the army, the military command to grasp, the affairs within the party, and the central government to grasp.

However, after the division work, the two sides did not have a clear handover ceremony, both handed over some valuable information to the other party, and left useful because the division of powers was not clear. For example, Japan's invasion of China was actually a threat to the survival of the Kuomintang and the most direct enemy of the Nationalist army, and both sides had the right and obligation to carry out espionage work.

For another example, the Wang puppet rebels are also the common enemy of both sides, and Wang Jingwei's defection to the enemy is a traitor to the party in the eyes of the Central Unification and a traitor in the eyes of the Military Unification.

After the establishment of the Wang puppet government, he was most keen to absorb the members of the Central Unification in the occupied areas to serve, such as Ding Mo Estate and Li Shiqun of the headquarters of Agent Wang Pseudo-76, who were all former members of the Central Unification, and this kind of traitor was naturally something that the Central Unification should take care of. However, they were all traitors, and they were all assassinated by the military command, which had previously launched a large-scale assassination plan against the Kuomintang traitors in Shanghai, which once made the high-ranking Kuomintang officials in the Japanese theater feel frightened and could not sleep at night.

For example, during the War of Resistance Against Japanese Aggression, in order to master the local secret armed forces, Lu Bin, the leader of the third group of the Central Command, used Shen Honglie's strength to organize an armed force, but after the military command learned of it, it actually sent people to sabotage the operation of the Central Unification and assassinated Lu Bin and more than 20 central unification staff, causing a huge sensation.

In addition, Zhao Lijun, who was known as one of the four great kings of military unification, was sent by Dai Kasa to the Yellow River crossing to monitor the passage from Jinnan to Henan, when the agents of the Central Unification Were mixed in with the masses crossing the river to engage in intelligence activities, and after being discovered by the secret agents of the military unification, they were directly killed and thrown into the Yellow River, and even Wei Xiaoru, the twelfth administrative inspector of Henan in Beijing under the Central Command, was assassinated by Zhao Lijun.

Chen Guofu, the head of the Central Unification League, could not bear it any longer and called on the whole Kuomintang party to carry out severe punishment of Zhao Lijun, and provided evidence that Zhao Lijun was an agent of the Japanese Blue Jacket Society and a traitor of the Japanese Kou who surrendered.

Although Dai Kasa vigorously denied the fact that Zhao Lijun was a traitor and attempted to investigate Zhao Lijun from within the military command, the elder Jiang was forced by the pressure of the central unification to order Zhao Lijun to be put on the spot in Luoyang.

The Zhao Lijun case can be said to be the tip of the iceberg of the open struggle between military unification and central unification, and even if the Kuomintang later defeated and retreated to Taiwan, the military unification and central unification were reorganized again, and in the end they did not get rid of the hostile relationship between the two.
