On January 6, the Sixth Session of the 13th People's Congress of Henan Province opened in Zhengzhou, and Governor Wang Kai made a government work report.
The report proposes to strengthen the new energy automobile industry in the direction of electrification, intelligence and networking. Completed the second phase of the SAIC Passenger Vehicle Zhengzhou Base Project, accelerated the construction of BYD new energy passenger vehicles and supporting projects, started the construction of Yutong New Energy Commercial Vehicle Project, promoted industrial cooperation with FAW and Dongfeng Group, and improved industrial supporting and aftermarket service capabilities. At the end of the "14th Five-Year Plan", the output of passenger cars reached 3 million, new energy vehicles accounted for more than 30%, and the industrial scale reached 500 billion yuan.
As a major province of automobile industry, the new energy automobile industry in Henan Province has unique characteristics, walking in the first square of new energy buses, special vehicles and other fields in the country, giving birth to leading enterprises represented by Yutong Bus, and forming a new energy vehicle supporting industry represented by Zhengzhou, Xinxiang, Xuchang, Luoyang, Anyang, etc.

There are 14 vehicle manufacturers
According to the latest data from the China Association of Automobile Manufacturers, in the first 11 months of 2021, the production and sales of new energy vehicles in China reached 3.023 million units and 2.99 million units, respectively, an increase of 1.7 times year-on-year.
In the first 11 months of 2021, the sales volume of new energy vehicles in Henan Province exceeded 210,000 units, and the market penetration rate of new energy vehicles in Zhengzhou, Puyang, Luoyang and other cities exceeded 30%, higher than the national average of 20%.
Up to now, Henan Province has a total of 14 new energy vehicle manufacturers such as Zhengzhou Yutong, SAIC Zhengzhou, Dongfeng Nissan, Kaifeng Chery and other new energy vehicle manufacturers, 14 modification enterprises, with a production capacity of 1.45 million vehicles, basically forming a product system of buses, SUVs, SVPs, cars, trucks, special vehicles, mini buses and so on.
Among them, Yutong Group is the leading enterprise in henan automobile industry, is the world's largest new energy commercial vehicle enterprises, the domestic large and medium-sized bus market share for 18 consecutive years, the world for 9 consecutive years, for 17 consecutive years in the "Top 500 Chinese Enterprises". At the same time, Yutong Group has 6 national R&D platforms such as the National Electric Bus Electronic Control and Safety Engineering Technology Research Center and the National Enterprise Technology Center, and has won the "National Science and Technology Progress Award" and the "China Industry Award".
Not only that, as early as 2009, Yutong Group has begun to develop fuel cell buses, and after 12 years of research and development experience, the layout has developed a full range of fuel cell commercial vehicle products.
In terms of auto parts, a large number of auto parts enterprises settled in Henan, steering gear, shock absorbers, transmission shafts, cylinder liners, wire harnesses, plug-in parts, filters, auto pumps and other parts manufacturers have gathered and grown rapidly, forming industrial clusters such as Zhengzhou Economic Development Zone, Zhongmu and Kaifeng, and gradually forming an influential automobile and parts production base in the central region.
Hao Jinghong, member of the Standing Committee of the Chinese People's Political Consultative Conference of Henan Province and deputy director of the Department of Industry and Information Technology of Henan Province, said that at present, the automobile manufacturing industry has developed into a dominant industry in Henan Province, with an annual output of more than 580,000 vehicles and an industrial scale of 200 billion yuan.
In December 2021, the Ministry of Science and Technology issued a letter of approval to support Zhengzhou to build a national new generation of artificial intelligence innovation and development pilot zone, which will bring new major opportunities for the development of the new energy automobile industry.
Carry out core technology research
Make good use of the market driving effect
While Henan new energy vehicles have a good foundation, there are also certain deficiencies. For example, there is still a gap with the world's advanced level in core technologies such as efficient conversion of hydrogen and electricity, vehicle intelligent system integration and application, and the core components of the industrial chain such as motors and intelligent controllers are relatively weak.
Li Gaopeng, member of the Henan Provincial Committee of the Chinese People's Political Consultative Conference, president of the New Energy Research Institute of Zhengzhou Yutong Group and senior engineer, said that due to the spread of the global epidemic, external unfavorable factors such as trade protection and competition among major powers, the risk of "card neck" of key technologies and core capabilities continues to increase, and it is urgent to innovate independently and grasp the initiative in development.
Under the general development trend of electrification, networking, intelligence and sharing of the automobile industry, how should Henan's new energy automobile industry continue to exert its advantages and lead the development of the industry?
Li Gaopeng proposed that Henan should seize the opportunity of the construction of a new round of fuel cell vehicle demonstration city cluster, carry out core technology research, cultivate hydrogen energy and fuel cell vehicle industry chain, and quickly form an advantage. Carry out technical research on the whole vehicle and core components, systematically solve the problems of fuel cell life, hydrogen storage density of on-board hydrogen systems, and promote the independent industrialization of stacks, membrane electrodes, catalysts, carbon fibers, etc. inside and outside the province.
"Continue to enhance the competitiveness of the whole vehicle, focusing on improving the economy, working conditions adaptability and safety and reliability of fuel cell commercial vehicles; promote the coordinated development of the industrial chain, make good use of demonstration applications, and coordinate with vehicle enterprises, transportation enterprises and energy and chemical enterprises to promote the green production of hydrogen energy, safe storage and transportation and efficient utilization of the whole industrial chain." Li Gaopeng said.
At the same time, Li Gaopeng proposed that Zhengzhou should take the opportunity of building a new generation of artificial intelligence innovation and development pilot zone to create an application model for multiple transportation scenarios such as intelligent public transportation, intelligent sanitation, intelligent mine, intelligent airport, intelligent logistics, etc., and build a demonstration area with the largest scale and the most complete application scenarios in the country.
In Li Gaopeng's view, Henan should promote advanced experience along the pure electric bus, make good use of the market driving effect, and take the lead in promoting the full electrification of buses, trucks, mine vehicles, sanitation vehicles, and logistics vehicles in the field of public services.
"In the next step, it is recommended that Henan continue to base itself on independent innovation, focus on the innovation chain to improve the industrial chain, lay out the supply chain around the industrial chain, give full play to the innovation leadership and market-driven effect of leading enterprises, create a leading highland for the new energy and intelligent networked automobile industry in the country, and boost the high-quality development and continuous leadership of the automobile industry in Henan Province." Li Gaopeng said.

Work special vehicles to serve local economic development
For the development of new energy vehicles in Henan Province, Zhang Boqiang, director of the Department of Vehicle Engineering of Henan University of Technology and doctor of engineering, believes that as far as vehicle manufacturing is concerned, the bus business card of Henan Province is very shiny, passenger cars have accumulated more, and special vehicles are the main focus of follow-up.
In the next step, while consolidating the existing advantages, the new energy automobile industry in Henan Province recommends working special vehicles, laying a firmer foundation for special vehicles, and striving to build a number of more influential enterprises in China. Zhang Boqiang said.
It is understood that Zhang Boqiang has long been engaged in the research of intelligent logistics equipment, intelligent networked vehicles and new energy vehicle technology, and has more than ten years of experience in the performance development of vehicle enterprises. He has served as the chief of performance development of a commercial vehicle in China for a long time, and has participated in 1 major project of the national 863 fuel cell vehicle, 1 project of the "13th Five-Year Plan" national key research and development plan, and presided over the research and development of more than 60 core technologies of automobile enterprises such as Shanghai Volkswagen, Changan Automobile and Yutong Bus.
As a high-tech talent who has transformed from automotive product research and development to academic research, Zhang Boqiang not only has rich practical experience, but also has a profound theoretical foundation. Now, he also serves as the executive director of the Henan Society of Automotive Engineering, often participates in the activities organized by the society, and has a strong insight into the development trend of the automobile industry.
"Since the beginning of this year, Henan Province's support for scientific and technological innovation has been very large, and from the perspective of policy orientation, the spring of scientific research has arrived, and everyone's momentum has become stronger." Zhang Boqiang said.
"In terms of science and technology service industry, most of the engineering colleges and universities in Henan Province have vehicle engineering related majors. For example, Henan University of Science and Technology, Henan University of Technology, North China University of Water Resources and Electric Power opened vehicle engineering majors earlier, Henan Agricultural University, Zhengzhou University of Light Industry, Zhengzhou Institute of Aviation Industry Management and other schools also offer automotive related majors. Zhang Boqiang suggested that as a local university, it is necessary to study industrial policies and national orientation, combine their professional advantages with the needs of enterprises, and serve the local economic development in a down-to-earth manner. For example, the Vehicle Engineering Major of Henan University of Technology relies on the Henan Intelligent Logistics Equipment and Vehicle Engineering Technology Research Center to carry out related technology research and development work around special vehicles for grain.
"I hope that Henan's colleges and universities will base themselves on their own professional characteristics, unite with local enterprises, and combine production, education and research to jointly create a business card of Henan's automobile industry." Zhang Boqiang said.

Zhao Fuquan, professor at tsinghua university's School of Vehicles and Vehicles and dean of the Institute of Automotive Industry and Technology Strategy, said that under the background of the dual-carbon strategy, maximizing renewable energy production and the intelligence of microgrids is the trend of the times, and electric vehicles are the best and largest application carriers, with great potential.
On November 18, 2021, the General Office of the Henan Provincial Government issued the "Implementation Plan for Accelerating the Development of the New Energy Vehicle Industry in Henan Province", proposing that by 2025, the annual output of new energy vehicles in the province will exceed 300,000 vehicles, and strive to reach 500,000 vehicles, and the total demonstration operation of fuel cell vehicles will strive to exceed 10,000 vehicles, and build a 100-billion-level Zhengkai new energy automobile industry cluster.
"The key to the development of the automobile industry lies in the two aspects of the market and talent." Ding Bo, deputy to the People's Congress of Henan Province and general manager of the Zhengzhou Branch of SAIC Motor Group Passenger Vehicle, proposed that at present, in many cities across the country, in order to support the development of the new energy automobile industry, the new energy vehicles produced by local automobile enterprises are preferred in the field of urban public transportation, and this method is worth learning from all cities in Henan.
Ding Bo said that as far as the level of investment promotion is concerned, a province or a city can attract investment from large enterprises, which is only the first step in completing the investment promotion work, how to provide professional services, so that enterprises can survive, have a market, and achieve a win-win effect, which needs to be considered by the government.
"In order to attract enterprises to land, many local governments have one enterprise and one policy, supporting land, finance and other services. Of course, these services are important, but what is more important is how to make the business profitable and continue to develop. Ding Bo said that the relationship between enterprises and localities is the relationship between fish and water, and enterprises need to provide a high-quality growth environment for local development and growth.
The development of the industry is inseparable from the support of talents, in order to support the development of Henan industry, many prefectures and cities in Henan have issued a number of talent introduction policies, effectively promoting industrial development.
In Ding Bo's view, compared with the talent introduction policies of other cities, Henan still needs to increase policy support. "In addition to providing generous treatment for talents, it is also necessary to provide a stage for talents to display their talents."
