In early December, Xu Shiyou saw that the Japanese puppet army's offensive had weakened, and took the initiative to lead 16 regiments to attack Wangyuan.

Wangyuan is located in the south of Yantai, more than 10 kilometers away from the county seat, and there is a company of puppet troops stationed. There is a large four-storey bunker in the area, which threatens the supply line of the Jiaodong Military Region at all times.
