On January 5, Wang Zhicheng, deputy secretary of the county party committee and county magistrate, presided over the meeting of the county government's investment project parallel examination and approval leading group, informed the central budget of the investment projects, special bonds and industry project declarations, analyzed and judged the difficulties and problems encountered in the promotion of the project, and arranged the deployment of project construction.
Attending the meeting were county leaders Ma Fusheng, Shi Yun, Wang Wancheng, Zhang Zhilin, Ling Pengliang, and Li Feng; principal responsible persons of the member units of the county's parallel examination and approval leading group, relevant departments directly under the county, and relevant units stationed in the county.
Wang Zhicheng stressed that key projects are the "ballast stones" and "thrusters" for promoting the economic and social development of the county, and planning and implementing the key construction projects in the county this year is an arduous task and a heavy responsibility. Wang Zhicheng demanded that all relevant departments and units at all levels in the county should attach great importance to project construction work, meticulously plan and implement a number of key projects that lay the foundation, benefit the long term, strengthen the chain, and promote development, and strive to achieve a "good start" in the first quarter of the project work with the momentum of "the beginning is a sprint" and boost the high-quality economic and social development of the county. First, we must grasp the project reserve, strengthen the study of the central and provincial and municipal policies, make every effort to do a good job in the central budget investment, special bonds, industry projects, general bonds, loan financing and other 5 categories of projects that conform to investment orientation, establish and improve the project reserve database, adhere to a monthly update, a dispatch, timely solve the difficulties and problems encountered, and do a good job in project reserve work with high quality. Second, we must grasp the early stage of the project, in accordance with the principle of "feasibility study follows the requirements of provinces and cities, investment orientation", do a detailed and practical project establishment, feasibility study approval, planning site selection, stability assessment, environmental impact assessment and other preliminary work, effectively improve the quality of feasibility study, calculate the economic account and social benefit account of the project, and further improve the feasibility of the project. Third, we must grasp the project struggle, accurately grasp the national investment orientation and the direction of provincial and municipal project support, seize policy opportunities, actively coordinate with higher-level departments, and plan and declare a number of key projects through multiple channels. Fourth, we must grasp the resumption of project construction, keep an eye on the time node, strengthen coordination and cooperation, set up a special working group, and do a good job in ensuring project site selection, land acquisition and demolition, land application for approval and other elements of project site selection, land acquisition and demolition, and land approval by project project to ensure that the first quarter of the project work "opens the door".
