Recently, the Department of Economic Construction of the Ministry of Finance issued the "Notice on the Promotion and Application of Financial Subsidy Policies for New Energy Vehicles in 2022", which pointed out that the subsidy standard for the purchase of new energy vehicles in 2022 will decline by 30% on the basis of 2021; the subsidy standard for new energy vehicles in 2022 will be reduced by 20% on the basis of 2021.

All provinces, autonomous regions, municipalities directly under the Central Government, and cities with separate planning status, the departments in charge of industry and informatization, the departments of science and technology (bureaus, science and technology commissions), and the Development and Reform Commission:

In order to further support the high-quality development of the new energy automobile industry and do a good job in the promotion and application of new energy vehicles, the relevant matters related to the financial subsidy policy for the promotion and application of new energy vehicles in 2022 are hereby notified as follows:

First, maintain the stability of the technical indicator system, and adhere to the gentle subsidy retreat

In order to create a stable policy environment, the framework and threshold requirements of the current purchase subsidy technical indicator system will remain unchanged in 2022. According to the Notice of the Ministry of Finance, the Ministry of Industry and Information Technology, the Ministry of Science and Technology, and the Development and Reform Commission on Improving the Financial Subsidy Policy for the Promotion and Application of New Energy Vehicles (Caijian [2020] No. 86), in 2022, the subsidy standard for new energy vehicles will be reduced by 30% on the basis of 2021; the subsidy standards for urban buses, road passenger transport, rental (including online car-hailing), sanitation, urban logistics and distribution, postal express, civil aviation airports and vehicles in the official field of party and government organs will be reduced by 20% on the basis of 2021.

Second, clarify the policy termination date, and do a good job in closing the policy

According to the "Notice of the Ministry of Finance, the Ministry of Industry and Information Technology, the Ministry of Science and Technology, and the Development and Reform Commission on Improving the Financial Subsidy Policy for the Promotion and Application of New Energy Vehicles" (Caijian [2020] No. 86), "Comprehensive technological progress, scale effects and other factors, the implementation period of the financial subsidy policy for the promotion and application of new energy vehicles will be extended to the end of 2022", in order to maintain the good development momentum of the new energy automobile industry, comprehensively consider factors such as the development plan of the new energy automobile industry, the market sales trend and the smooth transition of enterprises, etc., The subsidy policy for the purchase of new energy vehicles in 2022 will be terminated on December 31, 2022, and vehicles licensed after December 31, 2022 will no longer be subsidized. At the same time, we will continue to increase the intensity of review and do a good job in the liquidation and finishing of the promotion vehicles in the previous year.

Third, strengthen product safety supervision and guidance to ensure quality and information security

Improve the safety supervision system for new energy vehicles, and further consolidate the main responsibilities of new energy vehicle manufacturers. Guide enterprises to improve the safety management mechanism, strengthen product quality assurance capabilities, and meet the national management requirements for automotive data security, network security, and online upgrades. Improve the efficiency of the enterprise monitoring platform, improve the after-sales service capabilities, and do a good job in emergency response and handling of accidents. The Ministry of Industry and Information Technology and relevant departments shall establish a cross-departmental information sharing mechanism, regularly summarize information on fires and major accidents, accelerate the establishment of a vehicle accident reporting system, and suspend or cancel the subsidy qualifications for the models involved according to the seriousness of the circumstances for concealing accident information and not cooperating with the investigation.

This Notice shall come into force on January 1, 2022. Matters not specified in this Notice shall continue to be in accordance with the Notice on Matters Concerning the Approval Responsibility for the Promotion and Application of New Energy Vehicles (Caijian [2016] No. 877), the Notice on Adjusting the Financial Subsidy Policy for the Promotion and Application of New Energy Vehicles (Caijian [2016] No. 958), the Notice on Adjusting and Improving the Financial Subsidy Policy for the Promotion and Application of New Energy Vehicles (Caijian [2018] No. 18), and the Notice on Adjusting and Improving the Financial Subsidy Policy for the Promotion and Application of New Energy Vehicles (Caijian [2018] No. 18) issued by the Ministry of Finance and relevant departments. The Notice on Further Improving the Financial Subsidy Policy for the Promotion and Application of New Energy Vehicles (Caijian [2019] No. 138), the Notice on Supporting the Promotion and Application of New Energy Buses (Caijian [2019] No. 213), the Notice on Improving the Financial Subsidy Policy for the Promotion and Application of New Energy Vehicles (Caijian [2020] No. 86), the Notice on Further Improving the Financial Subsidy Policy for the Promotion and Application of New Energy Vehicles (Caijian [2020] No. 593) and other relevant documents have been implemented.
