"Model of the Times" Razini Bayka was a member of the village committee and border guard of Tizinafu Village, Tiznafu Township, Tashkurgan Tajik Autonomous County, Kashgar Region, Xinjiang. On January 4, 2021, he died heroically to save the children who fell into the water, at the age of 41. Razini Bayka dedicated his life to the border defense cause of the motherland, he joined the army in 2001, after being demobilized from the army in 2003, he took over the baton of his grandfather and father, became the volunteer patrol guide of the Hongqiraf Border Guard, guarded the sacred land, defended the dignity of the motherland, risked his life many times to rescue patrol soldiers, and traveled to the Pamir Plateau for more than 10 years. The patriotic dedication of three generations of the family to guard the border for 70 years has spread throughout Xinjiang and abroad, touching countless soldiers and civilians, and has won the titles of "National Model Worker" and "National Model of Patriotic Support for the Army", and has been affectionately praised by border officers and soldiers and local herdsmen as the "Pamir Eagle" who guards the border and protects the border on the clouds.

The cold winter cannot stop the plateau masses from remembering the "model of the times" Razini Bayka. Teachers, students, cadres and masses of all nationalities spontaneously walked into the patriotic education base of Razini Bayka, the "model of the times" in Tizinafu Village, followed the narrator's voice and emotion, relived the deeds of Razini Bayka's border patrol, and through pictures and videos, felt the heroic story of three generations of Razini Bayka's ancestors patrolling the border.

At Kashgar University, teachers and students held a theme class meeting to recall the touching story of Razini Bayka's rescue of children who fell into the water and three generations of grandchildren patrolling the Pamir Plateau for 70 years. Teachers and students said that with the hero Razini Bayka as the benchmark, they would love the party and the country, safeguard national unity, and continue to inherit and carry forward the spirit of the Chinese nation.
"The best start of youth lies in looking up at the stars and being down-to-earth. As a new youth in the new era, we must always take heroes as an example and use practical actions to build the motherland. In the face of the new era, China's youth will surely work hard and make progress, with the youth of me, to achieve a youthful China! The words of Tao Lingling, a graduate student at kashgar University's School of Marxism, are the best consolation for the hero.
"In our usual teaching, we integrate the spirit of Razini Bayka into the classroom, so that more students can understand the story of Razini Bayka, learn from heroes and practice the spirit, so that Kashgar University can truly become a position for spreading the spirit of Razini Bayka." "On behalf of you and the people of the village, I sincerely thank the party and the government for your father and fellow villagers who have taken off their hats to get rid of poverty and have enough food and clothing for their families." Razini Bayka's father, Bayka Kelly Dibek, said tearfully in the face of the party flag. In late July 2021, a rare flood disaster occurred in Henan, and the elderly Bayka Kaili Dibek donated 200,000 yuan to the Red Cross Society of Zhengzhou City, Henan Province, in the name of his son Razini Bayka, the "model of the times".
On March 3, 2021, the Propaganda Department of the Central Committee of the Communist Party of China posthumously awarded Comrade Razini Bayka the title of "Model of the Times".
