It took a lot of effort, and even frightened and deceived, he finally snatched Guan Zhong back and gave him preferential treatment. So how will Guan Zhong repay the Qi state? Can he really make the State of Qi the strongest in the world?

Guan Zhong has a famous saying

: Honesty and etiquette, good food and clothing and honor and disgrace.

This coincides with the now famous Maslow hierarchy of needs theory, which divides a person's needs into five levels, from low to high: physiological needs, security needs, social needs, respect needs, and self-actualization needs. As a person, we must first solve the most basic physiological needs, and after meeting this need, a higher level of need will naturally arise. Guan Zhong can be said to know its reasoning.

At the same time, Guan Zhong is also very realistic and does not play hypocrisy, although his policy tone is not high, but it is easy to implement. He will promote what the people like, and he will abandon what the people do not like, and he is a skillful faction that has both a theoretical basis and is good at following the trend and pulling out thousands of pounds. Combined with the actual situation of the State of Qi at that time, he prescribed a series of prescriptions in the political, economic, and military fields to reform the Qi administration and promote development. Let's take a brief look at his policies.

In the political field, methods have been introduced to fix the people's dwellings and become the people's affairs. According to the different habits of scholars, farmers, workers, and merchants, the scholars were arranged to live in quiet and leisurely places; the craftsmen were arranged to live close to the official palace, the merchants were arranged to live close to the city wells, and the peasants were arranged to live close to the fields. People of different occupations must not live in mixed quarters, nor can they move around at will, each living in its own place, each holding its own post, each doing its own thing, and not interfering with each other. From childhood to adulthood, their children grew up in their own environments, and they listened to each other, so as to achieve the purpose of not teaching and habiting into nature, and when they grew up, they could inherit their father's business and become experts in their respective industries. However, a good farmer can be promoted to a soldier.

If you look at it from the current point of view, this seems to be somewhat incredible, it belongs to the solidification of classes, but in that inefficient era, it was very effective and played a specialized effect.

In accordance with the above principles, Guan Zhong specifically adopted the division method of three other countries and one contempt. The three kingdoms are divided into twenty-one townships, of which fifteen are shixiang and six are industrial and commercial townships. Duke Huan of Qi, Guozi of Shangqing, and Gaozi of Shangqing each commanded five shixiang. Wu Qi's contempt is to divide the country's countryside into five genera, which are managed by five doctors.

At the same time, he divided state affairs into three parts, and set up three officials, namely, the soldiers, the industry, and the merchants, who were specifically responsible for managing their own affairs, delineating their responsibilities and powers, and performing their respective duties. In addition, he also revised the decrees, abolished cumbersome and useless clauses, and retained concise and useful decrees to make it easier for the people to know and abide by them.

In the military aspect, it adopts the principle of integrating the military with the government and integrating the military and the government. Guan Zhong believes that if the blatant expansion of the army is bound to cause concern and fear in other countries, there will be an endless arms race. Therefore, in order to avoid the emergence of an arms race, he adopted the practice of placing military orders in internal affairs and integrating military and political affairs, hiding military organizations in administrative organizations, and at the same time effectively improving military strength, avoiding panic in other countries and an arms race.

The specific practice is to divide five departments into one track on the basis of administrative township division, set up a track long, set up ten tracks for one mile, set up a division chief, four miles for a company, set up a company commander, ten companies for one township, and set up a good person. Each family has one soldier, five people and one team, led by the track chief; fifty people are a small team, led by the director, and so on, and finally the five townships are exactly ten thousand people, for an army, with a marshal under the command. According to this method, the whole country was divided into three armies, which were divided into the monarch, the Shangqing Guozi and the Shangqing Gaozi. In the spring and autumn, the three armies conducted military training through hunting.

This method of combining soldiers with the people and the soldiers with the people not only expanded the source of soldiers, but also made the soldiers and pawns acquainted with each other from an early age, living in the same fun, doing the same peace, and mourning the same death, so the code was the same, the war was the same strong, which greatly improved the combat effectiveness of the Qi army, and the Qi army began to gradually run rampant in the world.

In terms of economy, on the basis of following Jiang Taigong's economic policies of attaching importance to the development of commerce and handicrafts and collecting fish and salt, a series of economic policies have been introduced to increase the degree of opening up. For example, the reduction of tariffs to promote the circulation of commodities; the decline of levies on the land, taxation according to the quality of the land; the establishment of salt and iron officials, stipulating that the state operates salt, iron and so on.

The introduction of these policies has greatly increased the income of the state, and the welfare of society has also improved. The government helps the poor and the poor, cares for the people, and makes the poor life better and the better, thus greatly enhancing the cohesion of the people.

To be a citizen of the Great Qi Kingdom is to be happy! Every Qi people's heart not only spontaneously produces a sense of pride.

In addition, Guan Zhong has many other policies to govern qi, which will not be listed here. It is said that the book "Pipe" is a collection of his masters, and if the ranking officials are interested, they can look at it for themselves.

After Guan Zhong's conditioning, the national strength of the State of Qi began to soar, and soon stood out from all countries and became the new leader.
