Culture is the soul of a nation, and intangible cultural heritage is an important carrier of China's excellent traditional culture. Today, the 42nd session of the Standing Committee of the 15th Municipal People's Congress adopted the Regulations on the Protection of Intangible Cultural Heritage of Ningbo City, which further clarified and strengthened the relevant measures of the city to support the protection, inheritance and dissemination of intangible cultural heritage, reflecting the characteristics of local legislation and highlighting the rich cultural heritage of Ningbo.
It is reported that the regulations have a total of 26 articles, including the definition of intangible cultural heritage, the intangible cultural heritage list system, the identification of intangible cultural heritage protection units and representative inheritors, the investigation and protection of intangible cultural heritage, the integration and dissemination and exchange of intangible cultural heritage, and legal liability. Among them, the city's experience in the "trinity" protection work mechanism of intangible cultural heritage projects, project protection units and representative inheritors has also been simultaneously solidified into regulations.

In order to keep up with the wave of digitization in the new era, the regulations clearly stipulate that the municipal and district county (city) cultural departments shall establish electronic archives and resource databases for intangible cultural heritage, using pictures, texts, audio recordings, videos, multimedia and other forms to reflect the content and expression forms related to intangible cultural heritage, the flow process, the core skills and the inheritance practice, and provide digital protection of intangible cultural heritage.
In order to better reflect the protection of "starting from the doll", the regulations also clearly list the excellent knowledge of intangible cultural heritage that embodies the national spirit and folk characteristics as the content of primary and secondary school education; support ordinary colleges and universities, vocational colleges (including technical colleges) to open majors or courses related to intangible cultural heritage, and give financial guarantees such as bursaries, scholarships or tuition waivers in accordance with regulations; support representative inheritors to cooperate with ordinary colleges and universities, vocational colleges (including technical colleges) through the establishment of teaching inheritance bases, etc., Promote the integration of industry and education, school-enterprise cooperation, and cultivate professional talents and young inheritors.
At the same time, the municipal cultural department shall also strengthen the integration and sharing of the city's intangible cultural heritage resource data, establish a digital system for the display of intangible cultural heritage open to the public, publicize and popularize the types of intangible cultural heritage items, inheritance and protection, etc., and improve the level of social sharing and utilization.
