Zhang Zuolin, a bandit by birth, was "recruited" by the Qing government after his power was strong, and has been tepid since then, until he was promoted by Yuan Shikai to become a major member of the side. Yuan Shikai first appointed him as the commander of the 27th Division, and later was vigorously promoted by Yuan Shikai for supporting Yuan Shikai's "speed and righteousness".
