On December 28, according to the website of the Ministry of Culture and Tourism, according to the Law of the People's Republic of China on Intangible Cultural Heritage and the fourth item of Article 22 of the Measures for the Identification and Management of Representative Inheritors of National Intangible Cultural Heritage (Decree No. 3 of the Ministry of Culture and Tourism), the Ministry of Culture and Tourism decided to cancel the qualifications of Qiao Yueliang, Xu Dongjin, Jiang Lianggen, Yuan Renguo and Luo Xiaoyun as representative inheritors of national intangible cultural heritage.

It is reported that Article 22 of the Measures for the Identification and Administration of Representative Inheritors of National Intangible Cultural Heritage, which came into effect on March 1, 2020, stipulates that in any of the following circumstances, after verification by the provincial-level cultural and tourism authorities, the Ministry of Culture and Tourism cancels the qualifications of representative inheritors of national intangible cultural heritage and announces them:

(1) Losing the nationality of the People's Republic of China;

(2) Employing improper means such as fraud to obtain qualifications;

(3) Failing to perform obligations without a legitimate reason, and failing to pass the cumulative assessment twice;

(4) Violating laws and regulations or violating social morality, causing a major negative social impact;

(5) Situations where voluntary renunciation or other circumstances shall revoke the qualifications of representative inheritors of national intangible cultural heritage.

Qiao Yueliang, male, Han ethnicity, born in July 1963, is the representative inheritor of the second batch of national intangible cultural heritage projects liuli firing skills. On May 15, 2020, Xu Dongjin resigned as vice chairman and executive deputy general manager of Kangmei Pharmaceutical Co., Ltd.

As a representative inheritor of the craftsmanship of Sheyan, Jiang Lianggen was awarded the title of "Propaganda Ambassador of Intangible Cultural Heritage Craftsmen in a Big Country". In July 2021, Jiang Lianggen Qiao Yueliang refused to perform the obligations specified in effective legal documents due to private lending and the ability to perform, and Jiang Lianggen Qiao Yueliang was included in the blacklist of untrustworthy persons.

Yuan Renguo, male, born in October 1956, the category of "intangible cultural heritage" is traditional skills, the project name is Moutai wine brewing technology, the declaration area is Guizhou Province, and he was the deputy secretary of the party committee and chairman of the board of directors of Guizhou Moutai Distillery (Group) Co., Ltd. in China. On September 23, 2021, Yuan Renguo was sentenced to life imprisonment, deprivation of political rights for life, and confiscation of all personal property for accepting bribes.

Luo Xiaoyun, male, Yi ethnicity, born in December 1973, the "intangible cultural heritage" category is traditional drama, the project name is Yi Putaiji, and the declared area is Weining Yi Hui and Miao Autonomous County in Guizhou Province.
