Liao Hansheng's rank and seniority are competent; prior to that, he served as the dean of the Nanjing Military Academy and the political commissar of the Beijing Military Region, both of whom were full-time posts at the level of the Great Military Academy, at the same level as the Academy of Military Sciences.
