He Siyuan: Supported Li Zongren's campaign, ran for the peace of Peiping, and was assassinated by the military command

One day in April 1948, when He Siyuan, the mayor of Beiping of the Kuomintang, was passing through a street in a car, he was shot by someone, and the car had bulletproof glass and did not hit. Afterwards, it was learned that Mao Renfeng instructed the secret service agents of the Secrecy Bureau to do it in order to warn He Siyuan.

Since becoming the mayor of Peiping in October 1946, He Siyuan has secretly protected some progressives and students. When Li Zongren was running for vice president, He Siyuan fully supported him, and used his influence in Shandong to write letters to the Kuomintang Congress deputies from Shandong to vote for Li, and nominated Li Zongren's wife Guo Dejie to be elected as the deputy to the Beiping City National Congress.

In April 1948, after Li Zongren defeated Sun Ke, Chiang Kai-shek's preferred candidate for vice president, He Siyuan held a grand cocktail party in Beiping and fired firecrackers to congratulate him. This greatly angered Chiang Kai-shek, and he had the meaning of exchange.

By the summer of 1948, the Defeat of the Kuomintang Army had been decided, leaving only three isolated strongholds in Shenyang, Changchun, and Jinzhou. Wei Lihuang, commander-in-chief of the Kuomintang northeast of Shenyang, and Zheng Dongguo, deputy commander-in-chief of Changchun, were trapped in an isolated city and had become a dead chess piece. Chiang Kai-shek pinned his hopes on Fan Hanjie, the deputy commander-in-chief of Jinzhou, in an attempt to maintain the Beining Road corridor, which was a thoroughfare inside and outside the Guanxi.

At that time, Chiang Kai-shek had no one to use, so he had to reuse Fu Zuoyi, who had always regarded it as a miscellaneous card, when the situation was critical and forced. Chiang Kai-shek issued a warrant: the appointment and dismissal of personnel in the 3 cities (Beiping, Tianjin, and Qingdao) of the 7 provinces of North China (Hebei, Henan, Shandong, Shanxi, Chahar, Suiyuan, and Rehe) were selected by Commander-in-Chief Fu and submitted to the central authorities for appointment. Where there is any conflict between the central decree and Commander-in-Chief Fu in North China, the decree of Commander-in-Chief Fu shall be valid.

At the end of June 1948, Fu Zuoyi reported that liu yaozhang, an important aide, should be made the mayor of Beiping. Executive Yuan Weng Wenhao, adhering to Chiang Kai-shek's will, passed the dismissal of He Siyuan from the post of mayor of Beiping at the court and explicitly ordered Liu Yaozhang to succeed him. Xu Huidong, chairman of the Beiping Municipal Council of Councils, and He Siyuan had a very good personal relationship, and he proposed to pass the title of "Honorary Citizen of Beiping City", which finally regained a little face.

He Siyuan's family listened to the radio and suddenly heard the news that "He Siyuan, the mayor of Beiping City, has been dismissed from his post." Although He Siyuan had long expected that this mayor would not be able to work for long, he was dismissed without greeting him in advance, but he still felt a little sudden.

Soon after He Siyuan was dismissed, he took his whole family to Qingdao to escape the summer. At the end of August, the summer vacation ended, it was time to start school, He Siyuan asked his wife to take his children back to Beiping to go to school, and he went to Nanjing, Shanghai, Suzhou, Wuxi, Hangzhou, Taiwan and other places, on the surface "no official and one light body", in fact, Chiang Kai-shek once sat in Beiping, commanding the northeast military, He Siyuan was unwilling to stay in Beiping.

In early October, Chiang Kai-shek instructed the Executive Yuan to appoint He Siyuan as a "political councilor of the Xuzhou Appeasement Office", but He Siyuan insisted on resigning. In early December, the People's Liberation Army quickly surrounded Peiping, many Kuomintang members in Beiping had no time to flee, the airport outside the city was no longer available, and the two temporary airports in Dongdan and Tiantan were repaired before they were opened again.

At this time, He Siyuan's wife, He Yiwen, received a call from the Kuomintang air transport brigade, asking when the He family would leave? He also said that he had prepared a special plane and was waiting at the entrance of the Beijing Hotel. The captain of the air transport brigade, Yi Fuen, was a student of He Siyuan, and his father Yi Zhenqing and He Siyuan were also friends, so Yi Fuen specially prepared a special plane for the He Siyuan family, and this special plane stayed at Dongdan Airport for two days, and without getting a precise answer from the He family, it flew away.

In early January 1949, He Siyuan was entrusted by Fu Zuoyi to serve as the chief representative of the Peking Peace Negotiations and actively campaigned to promote the peaceful liberation of Peiping. During the period, He Siyuan was very busy, going out for activities every day, going home very late, and sometimes not coming home at night. He Siyuan ran for peace and won the enthusiastic support of the citizens of Beiping, and most of the newspapers and newspapers praised it.

On January 17, the day when He Siyuan and representatives from all walks of life in Beiping were scheduled to go out of the city to contact the People's Liberation Army, everything was ready on the first day, only to leave the next day. Unexpectedly, at about 3:00 a.m., an explosion occurred in the He family's apartment, He Siyuan's little girl He Lumei was killed, He Yiwen was seriously injured and was admitted to the Union Hospital, and He Siyuan and other children were also injured. On the second day of the bombing, He Siyuan insisted on going out of the city with other representatives to contact the People's Liberation Army, despite being seriously injured.

Later, the investigation learned that the bombing of He Siyuan's home was personally ordered by Chiang Kai-shek to be directed by Mao Renfeng, director of the Secrecy Bureau, to instruct the secret service agents of the Secrecy Bureau's Beiping War to do it. Mao Renfeng summoned several big spies to make plans many times, and originally planned to snipe He Siyuan when he went out near the He family, but he was afraid that the murderer would not be able to escape, so he changed it to the method of explosion.

To this end, Mao Renfeng sent Ye Xiangzhi, director of the Operations Department of the Secrecy Bureau, and four other people to fly to Beiping to make arrangements, which were specifically carried out by Wang Puchen, director of the Beiping Station of the Secrecy Bureau, and others. Later, it was ascertained that the two bombs were transported from the warehouse of the Technical Corps of the Secrecy Bureau at No. 6 Crescent Hutong, transported by Wang Xitian and Wang Xinggang; the person in charge of the explosion was Du Changcheng, the captain of the demolition team; the bomb was planted by technician Peng Zhaoqing; and the route for the bomb was installed by the upper room of the neighboring No. 12 Shaojiu Hutong.

The day before He Siyuan's home was bombed, Yang Qingzhi, chief of the Police Department of Beiping City of the Kuomintang, and Tang Siyao, deputy speaker of the Municipal Council of Councils, came to visit He Siyuan. He also said that He Siyuan contributed so much to the people of Beiping, they did not take enough care of them, and they only had to take care of things. Tang Siyao also talked about friendship as an "old classmate of Peking University".

However, Yang Qingzhi and Tang Siyao were both the leaders of the secret agents of the Secret Bureau (Tang Siyao was nominally the president of the "World Science Society" and was actually a correspondent of the major general of the military command), and this time the two came to He Siyuan's house to observe the beds of each member of the He family in order to plant bombs.

After the peaceful liberation of Peiping, Luo Ronghuan specially visited He Siyuan in the hospital. Soon after, Ye Jianying (the first mayor of New Peking and director of the Military Control Commission) hosted a banquet for He Siyuan at the Beijing Hotel. Then, Fu Zuoyi, who had returned from Shijiazhuang, came to The He family and brought Chairman Mao's greetings to He Siyuan. He Siyuan's contribution to the peaceful liberation of Peiping has been fully recognized.
