However, the monitoring angle is limited and the image is blurry. Law enforcement officers then decided to squat at night. After several days of squatting, finally on the evening of the 5th, it was found that the person was using a water injection tool to inject water into the bullfrog for sale at the site.

After investigation, the parties to the above batch of "bullfrogs" purchased a total of 250 kilograms, the unit price of the purchase was 10.8 yuan per kilogram, and the total value of the goods was 2950 yuan. At the time of the incident, the above-mentioned bullfrogs had not yet been sold to the outside world, and there were no illegal gains. In response to the above-mentioned adulteration and adulteration of the parties, the Baoshan District Market Supervision Bureau imposed an administrative penalty of a fine of 50,000 yuan and confiscation of illegal tools.

Legal analysis

The parties' act of injecting water into bullfrogs for sale at their business premises violated the provisions of Article 25, Item 4 of the Measures for the Supervision and Administration of the Quality and Safety of The Market Sale of Edible Agricultural Products: "It is prohibited to sell the following edible agricultural products: (4) spoiled, rancid, moldy insects, unclean, mixed with foreign substances, adulterated and adulterated, or abnormal sensory characteristics".

According to the second paragraph of Article 50 of the Measures for the Supervision and Administration of the Quality and Safety of the Market Sales of Edible Agricultural Products, if the provisions of items 2, 3, 4 and 10 of Article 25 of these Measures are violated, the food and drug supervision and administration department at or above the county level shall give punishment in accordance with the provisions of paragraph 1 of Article 124 of the Food Safety Law.

In similar cases, the parties committed crimes for a short time, bullfrogs will not die immediately after injecting water, there is a lack of sampling conditions in the circulation process, and it is difficult to investigate and collect evidence. In view of such problems, the market supervision department will strengthen the publicity of the law, guide the operators to improve the awareness of the main responsibility, increase the intensity of supervision and law enforcement, take measures such as staggered peak supervision, and do a good job of access, management and delisting, timely eliminate food safety hazards, and purify the market operating environment.

Hazards of water-injected meat

Doctors remind that the harm of water-injected meat is mainly reflected in the following points:

First, it will reduce the quality of meat. Because after unclean water enters the body of the animal, it will cause the body's somatic cells to expand and rupture, resulting in a large loss of protein, thereby reducing the quality of meat.

Second, the lack of disinfection means during the operation of water injection, water-injected fresh meat is easily contaminated by pathogenic microorganisms, which will produce a large number of bacterial toxin substances and accelerate the speed of meat decay.

Third, some unscrupulous traders may inject sewage into the meat, or mixed with some other substances, which is a huge health hazard.

How to distinguish between water-injected meat?

So, when we usually purchase ingredients, how to distinguish the water-injected meat? It can be judged by the following points:

1, look at the color

Normal pork or beef and mutton will appear bright red, and the lean part and fat part will have a clear boundary, while the red color of water-injected meat is very light, and it will even turn white when too much water is injected.

2, look at the feel

Normal meat will dry after a period of time, and it will not touch the hand, while the water-injected meat will feel moist to the touch due to its high moisture content.

3, look at elasticity

Normal meat can bounce back after pressing down, while the internal structure of water-injected meat will lose its elasticity if it is damaged, and the recovery is slow or even not rebound after pressing.

4. Look at the cutting surface

The new section of normal meat is smooth and there is little sap oozing, while the cut surface of water-injected meat will have obvious irregular reddish juice oozing out, and the cut surface is water-drenched.
