Law enforcement officers immediately accessed in-store surveillance and video of passages in the market. Surveillance shows that the store often opens one to two hours earlier than its peers, and it is vaguely visible that the store staff is doing something to bullfrogs. However, the monitoring angle is limited and the image is blurry. Law enforcement officers then decided to squat at night.
After several days of squatting, finally on the evening of the 5th, it was found that the person was using a water injection tool to inject water into the bullfrog for sale at the site.
The Baoshan District Market Supervision Bureau filed a case and investigated the parties suspected of adulteration by injecting water into the bullfrogs sold.
After investigation, the parties to the above batch of "bullfrogs" purchased a total of 250 kilograms, the purchase unit price was 10.8 yuan / kg, and the total value of the goods was 2950 yuan. At the time of the incident, the above-mentioned bullfrogs had not yet been sold to the outside world, and there were no illegal gains. In response to the above-mentioned adulteration and adulteration of the parties, the Baoshan District Market Supervision Bureau imposed an administrative penalty of a fine of 50,000 yuan and confiscation of illegal tools.
The parties' act of injecting water into bullfrogs for sale at their business premises violated the provisions of Article 25, Item 4 of the Measures for the Supervision and Administration of the Quality and Safety of The Market Sale of Edible Agricultural Products: "It is prohibited to sell the following edible agricultural products: (4) spoiled, rancid, moldy insects, unclean, mixed with foreign substances, adulterated and adulterated, or abnormal sensory characteristics".
According to the second paragraph of Article 50 of the Measures for the Supervision and Administration of the Quality and Safety of the Market Sales of Edible Agricultural Products, if the provisions of items 2, 3, 4 and 10 of Article 25 of these Measures are violated, the food and drug supervision and administration department at or above the county level shall give punishment in accordance with the provisions of paragraph 1 of Article 124 of the Food Safety Law.
In similar cases, the parties committed crimes for a short time, bullfrogs will not die immediately after injecting water, there is a lack of sampling conditions in the circulation process, and it is difficult to investigate and collect evidence. In view of such problems, the market supervision department will strengthen the publicity of the law, guide the operators to improve the awareness of the main responsibility, increase the intensity of supervision and law enforcement, take measures such as staggered peak supervision, and do a good job of access, management and delisting, timely eliminate food safety hazards, and purify the market operating environment.
