Under the guidance of the Beijing Municipal Bureau of Market Supervision, the Three Group Standards of the "Technical Specifications for Lithium-ion Power Battery Packs for Electric Bicycles", "Technical Specifications for Chargers for Electric Bicycles" and "Guidelines for the Safe Use of Electric Bicycles" compiled by the Beijing Bicycle And Electric Vehicle Industry Association were recently released. The reporter learned that this is the first release of similar standards in the local electric bicycle industry. The details are as follows:

How to buy, use, park, charge, and maintain electric bicycles? The "Guide to the Safe Use of Electric Bicycles" provides professional guidance for users of electric bicycles.

Some illegal demolition and modification that may lead to safety hazards are explicitly prohibited. The guide proposes that the purchaser should not install and modify the electric bicycle after leaving the factory, and should not replace the power devices such as motors and batteries that do not meet the mandatory certification configuration of the product. In addition, the installation and modification of roofs, carriages, seats and other devices are also prohibited. Acts such as dismantling or altering speed limiting devices are not allowed.

Electric bicycle parking is also exquisite. According to the requirements of the guidelines, electric bicycles should be parked in open or semi-open special parking places, and should not be parked indoors and at the evacuation passages and safety exits of buildings.

Electric bicycles should be parked away from dangerous places such as gas facilities, power distribution facilities, boiler rooms, gas stations, etc., with a spacing of more than 5 meters. It is advisable to park away from the outer wall of the building, and there is no combustible material stacking within 2 meters of the body.

Parking in the upper surface of sewage wells, sewers, septic tanks, etc. should be avoided. When parking electric bicycles, it is strictly forbidden to leave flammable and explosive dangerous goods in the electric bicycle storage box. When the electric bicycle is parked for a long time, the main power supply should be cut off in time and stored in a cool place. Conspicuous warning signs should be set up in the parking place of electric bicycles to indicate the dangers of lithium battery charging.

Charging in the hot sun is strictly prohibited

How should the battery be used and maintained correctly? The "Guide to the Safe Use of Electric Bicycles" proposes that the maximum charging time of electric bicycles should not be greater than 8 hours. Before charging, the e-bike should be powered off and the key unplugged.

If the electric bicycle is equipped with a lead-acid battery, such as long-term storage should be sufficient at not less than 50% of the electricity, and every other month for a supplementary charge, so as not to affect the long-term storage of battery performance and life. If equipped with lithium batteries, such as long-term storage should keep the power in the range of 30% to 50%, and every other month a complete charge and discharge cycle, so as not to affect the long-term storage of battery performance and safety and life.

It is strictly forbidden to use methods such as pulling temporary power lines, sockets and switches to charge. Charging in confined spaces or hot sun and high temperature environments is strictly prohibited, and the charger should not be charged in the saddle or tail box.

Among them, the "Technical Specifications for Chargers for Electric Bicycles" proposes that chargers for electric bicycles should be protected against electric shock. In addition, the charger should also be overheated, and once overtemperature occurs, the charger should cut off the output current within 15 minutes. For lead-acid battery chargers, it should also have an "overcharge cut-off" function, once the battery pack is charged into the power is about to "overcurrent", the output current should be automatically cut off. Whether it is experiencing low or high temperatures, the charger should work properly.

The reporter noted that the specification specifically mentioned that the instruction manual should clearly indicate "do not charge indoors or on the aisle".

Lithium batteries should have data collection, upload, fault alarm functions

The battery can not only be a single function of power supply, but also be able to collect data, communicate, and alarm fault. The "Technical Specifications for Lithium-ion Power Battery Packs for Electric Bicycles" proposes that the battery pack should be equipped with a battery management system, and should have a real-time data collection function, a fault alarm function, a protection function, a communication function and a data upload function. The battery management system should be able to collect data such as the total battery voltage, current, monomer temperature, number of charge and discharge, full charge capacity, etc. in real time; once it encounters a series of problems such as over-temperature, overcurrent, and insulation failure, it can immediately alarm; in addition, the battery management system should also have the function of uploading the collected data.

Even if the battery is overcharged, overdischarged, externally short-circuited, squeezed, and dropped, the battery pack should also "not fire and not explode"; when subjected to mechanical impact, the battery pack should also "not leak"; in case of water immersion, the battery pack should also not leak, not rupture, not fire, not explosive.
