Do not let doctors "fight alone", the government, medical industry, academia and research work together to promote the transformation of medical workers

"We hope that medical people can come with technology and realize the whole process from zero to one, from one to ten here." On December 18, at the 12th Seminar on the Transformation of Life and Health Innovation Technology Achievements co-sponsored by the China Rehabilitation Technology Transformation and Development Promotion Association and Eight Points Jianwen, the director of Yuecheng District of Binhai New Area of Shaoxing City said that Shaoxing Binhai New Area brought together two provincial-level industrial development platforms of 100,000 mu and 100 billion yuan in Zhejiang Province, which are exactly the two ends of the transformation of medical workers.

In recent years, "medical transformation" has always been a hot word in medical circles. With the deep integration of precision diagnosis and treatment concept and medical engineering technology, it has become the general trend of industry development for clinicians to actively participate in and integrate into the research and development and production of medical intelligent equipment.

However, because the cooperation mechanism between clinicians and research institutions or enterprises has not been straightened out, the scientific research results and clinical ideas of most doctors in China cannot be converted into products. Even if there is a good cooperative relationship between doctors and enterprises, limited by the level of development of the domestic precision industry, the products produced by enterprises often fail to meet the standards of clinical use.

"If all the doctors were to convert from scratch, 90 percent would not be able to stick with it."

As one of the earliest doctors in China to promote the transformation of medical workers, Ouyang Chenxi, deputy secretary-general of the China Rehabilitation Technology Transformation and Development Promotion Association and deputy director of the Achievement Transformation Center of Fuwai Hospital of the Chinese Academy of Medical Sciences, has realized the arduousness of the process of industrialization of scientific research results. In his view, "to do medical transformation, you need to have both the experience of the management team, the experience of doing industrialization, the experience of managing the company, and the ability to deal with investment." It is impossible to rely on doctors alone. ”

How can we open up the path of medical transformation? At this seminar, a number of guest representatives from government departments, top three hospitals and industry associations focused on the disciplines of orthopedics and rehabilitation, and conducted in-depth discussions on the theme of "how to accelerate the transformation of medical workers".

The trend of the times, the transformation of medical engineering to help the high-quality development of the industry

2021 is the first year of the 14th Five-Year Plan. The newly released 14th Five-Year Plan for National Economic and Social Development of the People's Republic of China and the Outline of Long-term Goals for 2035 puts forward new requirements for the development of the life and health industry, and advocates cutting-edge medical science and technology, innovative research and achievement transformation to help build a healthy China. The "14th Five-Year Plan" high-quality development in the field of life and health has been fully launched.

Among the many innovative research and transformation of achievements, the demand for orthopedics and rehabilitation disciplines is particularly strong. Taking orthopedics as an example, according to statistics, tens of millions of patients in China need orthopedic treatment or orthopedic consumables implantation every year, and the increasing clinical demand and increasingly mature industry standards bring more challenges to the supply-side reform of the orthopedic field, and also put forward higher requirements for the overall diagnosis and treatment level of the orthopedic field and the postoperative effect of patients.

In recent years, with the acceleration of localization medical innovation, in the field of orthopedics, precision, minimally invasive and intelligent medical transformation results are also emerging.

"We have achieved a 'zero breakthrough' in domestic full knee surgery robots." Professor Lin Jin from the Department of Orthopedics of Peking Union Medical College Hospital shared a successful project of orthopedic medical transformation - HURWA full knee surgery robot. This is a surgical robot independently developed by China's multi-field scientific and technological personnel and has completely independent intellectual property rights. In January 2020, the Department of Orthopedics of Peking Union Medical College Hospital used HURWA to successfully complete China's first robotic full knee artificial joint replacement surgery, and the smooth implementation of this operation is also the perfect debut of the "Made in China" full knee surgery robot in the world.

All along, full knee artificial joint replacement surgery has been an effective way to treat severe advanced knee joint diseases, and patients can get a rapid recovery after surgery, return to normal work, and enjoy a better life. However, the operation has always been known for its "high technical requirements and difficult operation", and the robot used for the operation is a modern cutting-edge medical equipment integrating clinical medicine, biomechanics, mechanics, materials science, computer science, microelectronics, mechatronics and many other disciplines. In the past, this field has been monopolized by knee surgery robots such as MAKO and ROSA Knee.

Even compared with similar robots with the best performance abroad, the "breakthrough" HURWA robot is not inferior in terms of use and performance. Professor Lin Jin, the leader of the surgical execution team, said that the robot truly realized intelligent human-computer interaction in operation; the mechanical high precision, self-examination ability and error correction ability have excellent performance; and the operation error of traditional surgery can be effectively reduced.

He Hongchen, deputy director of the Rehabilitation Center of West China Hospital of Sichuan University, also shared the results of the transformation of medical workers achieved by the team. "Like surgical robots, exoskeleton robots are the focus of development in the field of robotics in recent years." According to He Hongchen, in terms of scientific research and clinical application of exoskeleton robots, the team has published 107 articles, and the related products have been certified by the CFDA and tested and applied in more than 50 institutions across the country.

Doctors take the helm, people sail ships, and effective transformation is accelerated

Although the road of medical transformation of HURWA's full knee surgery robot has been completed for most of the time, Lin Jin has a deep understanding whenever he recalls the process of this transformation.

"I often say it's 'dance in shackles.'" Lin Jin mentioned that from the early research and development of research and development, to a large number of pre-clinical verification, animal models and other trials, to the product officially entered clinical trials, and even now multi-center clinical research, the entire process of medical transformation is full of difficulties. For example, the transfer and conversion rate of scientific and technological achievements is low, the evaluation standards for achievements are not perfect, the lack of professional talents, insufficient capital investment and the lack of concept verification platforms.

How to overcome these problems and accelerate the transformation of medical research projects? He Hongchen shared his experience from West China Hospital.

"The 'Nine Articles of West China' proposes to distribute more than 90% of the conversion proceeds to the project team, and the hospital only accounts for 5%-10% at most." According to He Hongchen, in recent years, West China Hospital has made many innovative measures to promote the transformation of medical workers.

The first is to form a professional transformation team, and the achievement transformation department is responsible for the hospital's intellectual property management, horizontal subject science and technology contracts, achievement transformation science and technology contracts, achievement transformation funds and other work. Secondly, it is necessary to formulate policies to promote the transformation of scientific and technological achievements, and the "Nine Articles of West China" with income distribution as the core is one of the many incentive policies. In addition, it is necessary to strengthen the collaborative innovation of government, medicine, industry, education and research, and establish the Western Sichuan Pharmaceutical Technology Transfer Center, the National Precision Medicine Industry Innovation Center, and the West China International Clinical Research Center. In addition, West China Hospital is also promoting the development of medical transformation by building a platform for the transformation of the whole industry chain and improving management and service capabilities.

The practice of West China Hospital shows that whether it is system design, grafting capital, or platform construction, talent training, if you want to really do a good job in transforming medical workers, you can't rely on a hospital or an enterprise, but you need a powerful comprehensive platform to carry all the above supporting services.

In this regard, Lin Xianfeng, an attending doctor of the Department of Orthopedics of Run Run Shaw Hospital affiliated to Zhejiang University School of Medicine, who is also promoting the transformation of medical workers, agrees. "From our team's conversion experience, third-party platforms are the main way to drive these issues." Lin Xianfeng proposed that an excellent third-party platform can build a bridge between doctors and capital, and a bridge between doctors and industries. In the future, whether it encounters financing, regulations, registration systems or regulatory problems, medical transformation projects can be solved through third-party platforms.

The transformation of medical workers, with "medicine" as the first priority. Professor Chen Yanxi of the Department of Orthopedics of Zhongshan Hospital affiliated to Fudan University mentioned that the most critical thing in the transformation of medical-industrial cooperation is to establish a multi-party win-win strategic model and development plan, and the excellent research and development results are by no means doctors who only put forward innovative "ideas", but require doctors to participate in the whole process of research and development, effectively create technical barriers in the cooperation and interaction of medical and industrial cooperation, and finally achieve head enterprises in related tracks and lead the international stage.

As Ouyang Chenxi said, if the transformation of the medical worker is a big ship sailing on the sea, then the doctor only needs to take the helm, and the rest is left to everyone to do together.

Explore the "Shaoxing model" and build a benchmarking platform for the transformation of medical workers

"Our mission is to help people take fewer detours, maximize resource efficiency, and help projects grow." Yang Han, deputy secretary-general of the China Rehabilitation Technology Transformation and Development Promotion Association, mentioned that as a national medical and health technology transformation platform, the China Rehabilitation Technology Transformation and Development Promotion Association is committed to actively integrating various high-quality resources in the field of life and health, and solidly promoting the transformation of technological achievements in the field of life and health.

In 2021, the "Yangtze River Delta (Shaoxing) High-end Medical Device Technology Transformation Center" jointly initiated by the China Rehabilitation Technology Transformation and Development Promotion Association and the Shaoxing Binhai New Area Management Committee was officially launched, which is also an important breakthrough in the transformation of medical workers in China.

"We have seen that at present, many places in the country have introduced relevant policies to attract enterprises to settle in and help products in the field of life and health to achieve transformation." For example, Sichuan Province, Hunan Province, Jiangsu Province, etc. Yang Han said.

As one of the representatives of local governments who are actively promoting the transformation of medical workers, the director of Yuecheng District of Binhai New Area of Shaoxing City also said, "I hope that through our efforts, this platform can become a benchmark and exploration window for the transformation of medical workers in the future." ”
