Enterprises should do a good job in the cornerstone of "science and technology power"

The Central Economic Work Conference, which concluded on December 10, called for steady economic work in 2022 and steady progress. Among them, science and technology policies emphasize that we should strengthen the main position of enterprise innovation, deepen the combination of production, education and research, improve and optimize the ecology of scientific and technological innovation, and form a solid scientific research style.

A few days ago, on December 6, the Political Bureau of the CPC Central Committee held a meeting to also emphasize that science and technology policies should be accelerated, continue to grasp key core technology research, strengthen the national strategic scientific and technological strength, strengthen the main position of enterprise innovation, and achieve a virtuous cycle of science and technology, industry and finance.

Both meetings highlighted the "strengthening of the main position of enterprise innovation", showing that in the process of accelerating the construction of a scientific and technological power, the role of enterprises as the "cornerstone" is very critical.

At present, China's scientific and technological innovation work is mainly undertaken by major university institutions and scientific research institutes, and there is a lack of chain links between enterprises and universities, and it is difficult to directly realize the transformation from scientific and technological innovation achievements to productive forces. At the "2021 Science and Technology Innovation Leader Summit" held on September 27 this year, dozens of chairmen and industry experts of listed companies on the Science and Technology Innovation Board jointly appealed: China must establish a complete and independent scientific and technological innovation system, and industry-university-research cooperation has become the main way to enhance the innovation ability of enterprises.

In fact, there are still some problems to be solved in the cooperation between industry, education and research, such as the difference between scientific research institutes and enterprises due to differences in needs and concepts, it is difficult to effectively match and dock; the information asymmetry between the various subjects of production, education and research is not smooth enough; and the "secondary innovation" of enterprises in the transformation of achievements is not enough.

As the main body of innovation, how can enterprises promote the development of scientific research to high precision, accelerate the transformation of applied basic research achievements, and open up the channels for production, education and research?

Transform traditional ideas and cultivate innovative thinking. In the new era, the core of enterprise innovation lies in the "upgrading" development thinking, focusing on the need to shift from the previous hard resources (land, equipment, plants, etc.) to soft resources, knowledge, technology, management, data, entrepreneurship, etc. should be paid special attention by enterprises; at the same time, it is necessary to change the zero-sum game thinking to form a win-win, win-win, win-win pattern.

Stimulate the vitality of enterprise innovation, "firmly" talents do not relax. Talent is an important driving force for the development of science and technology, and it is also the most active and positive factor in scientific and technological innovation. "Those who get talents win the world", while cultivating, introducing and using talents in an all-round way and building a first-class talent team, enterprises should broaden the development channels of scientific research personnel and improve the diversified incentive mechanisms such as salaries and equity. Enterprises "firmly" talents, in order to take advantage of the rapid development of global science and technology, to achieve the goal of talent strengthening enterprises.

Adhere to demand-oriented and problem-oriented. Enterprises should take root in the market on their respective main tracks, find first-line needs, and put forward targeted scientific research problems, and then form scientific research topics through docking scientific research institutes, so that all parties in production, education and research can be targeted. The achievements of innovation are closer to the needs and have more practical value and practical significance.

Accurate investment of funds to accelerate product transformation. In 2019, the establishment of the Science and Technology Innovation Board broadened the financing channels for technology-based SMALL and medium-sized enterprises, further reduced financing costs and improved financing efficiency; in 2021, the Beijing Stock Exchange was established, focusing on solving the financing difficulties of "specialized and specialized" small and medium-sized enterprises, and the strength of China's multi-level capital market to help the development of small and medium-sized enterprises has also been continuously enhanced. In the next step, science and technology innovation enterprises need to accurately invest the raised funds, based on the transformation of innovative achievements, and constantly make refined products and strengthen brand influence.

Enterprises should do a good job as the cornerstone of "scientific and technological power", the premise is to strengthen the awareness of innovation subjects, "upgrade" thinking, "firmly" talents, based on the market to actively promote the combination of production, education and research, and finally with the help of multi-level capital market, use product power to build brand core and enhance international competitiveness.
