Born in 1908 in Jinzhai, Anhui Province, Li Longgui participated in the Jute Uprising, and in 1931 he entered the Red 25th Army and became a squad leader of the Red Army. Li Longgui participated in the Long March, and after the Red Twenty-fifth Army arrived in northern Shaanxi, it established a base area in southern Shaanxi, when two generals of the Red Twenty-fifth Army were appointed secretaries of the special committee and were responsible for leading the establishment of the base area in southern Shaanxi. One of them was the famous Zheng Weisan, who was then the secretary of the CPC Yushan Special Committee, and Li Longgui was the secretary of the CPC's Hubei and Shaanxi Special Committee.

In 1937, Li Longgui went to Yan'an, then entered the Kang Da to study, and four months later, he returned to the Red Seventy-fourth Division stationed at Dayukou. However, not long after this, a strange thing happened. At that time, the central government ordered Li Longgui to lead the Red Seventy-fourth Division to move to Yan'an, and when Li Longgui received the order, he asked the soldiers to pack up their weights, and after preparing for a day, he personally escorted the weights and walked in front of the line. In the afternoon of the same day, Li Longgui ordered his troops to rest in a camp a few kilometers away, and after the order was issued, he led the heavy troops to rush forward first.
