The National Shanghai New Internet Exchange Center was inaugurated to optimize the top-level architecture of China's Internet

On December 20th, the National (Shanghai) New Internet Exchange Center was inaugurated and officially launched in the Lingang New Area of the Shanghai Free Trade Zone, marking the landing of another heavyweight Internet key infrastructure in Shanghai, which will help to quickly dredge various types of network traffic nearby, improve the internet efficiency and performance of Shanghai, the Yangtze River Delta and even the whole country, optimize and improve the top-level architecture of China's Internet, and will better promote the open sharing of network resources, reduce costs and increase efficiency of service enterprises, and form an industrial agglomeration effect and ecology. Contribute to the high-quality development of the digital economy.

Wu Xiaohua, deputy secretary of the Management Committee of Lingang New Area, said that the new area will seize the future track of the "digital economy", take the initiative to explore and promote cross-border data flow, value-added telecommunications opening and other benchmarking international rules, and accelerate the development of industrial Internet, intelligent manufacturing and other industries.

The "overpass and roundabout" on the information highway: one-point access, multi-point connectivity

The Internet Exchange Center is a centralized exchange platform connecting different networks, which can realize "one-point access and multi-point connectivity", and has the characteristics of many access subjects, good flexible scalability, and convenient service innovation. It can be seen as an "overpass and roundabout" on the "information highway".

As early as around 2000, China set up backbone direct connection points and Internet exchange centers (NAP) in Shanghai, Beijing and Guangzhou, realizing the interconnection of the backbone level of the Internet. Since 2013, through the addition of 13 backbone direct connection points, the backbone architecture of China's Internet has been optimized, and the performance between networks has continued to improve.

Since 2019, China has begun to launch a new type of Internet Exchange Center (IXP) pilot to explore and promote local regional-level network interconnection, improve network interoperability performance, and meet the needs of business development in the digital age. At present, the Ministry of Industry and Information Technology, combined with the overall architecture of China's Internet and the characteristics of industrial development, has officially approved the pilot projects of four new Internet exchange centers in Hangzhou, Ningxia, Qianhai in Shenzhen and Lingang in Shanghai.

The National Shanghai New Internet Exchange Center was inaugurated to optimize the top-level architecture of China's Internet

Huang Xianbin, director of the Information and Communication Development Division of the Shanghai Municipal Communications Administration, said that the new Internet exchange center is more common abroad and less common in China. Because the traditional architecture of China's Internet is the operator's network at the backbone level of interconnection, known as network interconnection, this architecture is one-on-one connection, in the development of the Internet, more and more contact subjects, resulting in higher communication costs. The new Internet exchange center can achieve one-point access and multi-point connectivity, and basic telecommunications enterprises and IDC enterprises can interact at this point, greatly improving communication convenience and network architecture efficiency, and saving access costs.

He said that for example, if a telecom user in Nanjing wants to access a mobile user or resource in Nanjing, according to the previous traditional Internet architecture, it is necessary to "go from Nanjing Telecom to Shanghai Telecom, Shanghai Telecom to Shanghai Telecom, and then from Shanghai to Nanjing Mobile to go around a circle", "Because the interconnection is at the backbone layer, not in the local area, so it is necessary to go to Beijing, Shanghai, and Guangzhou where there are backbone points, and the network efficiency will be delayed." ”

Now with a new type of Internet exchange center, it can be connected at the local regional level, "I don't have to go around other places, just at this point, Nanjing Telecom can be connected to Nanjing Mobile, Nanjing Mobile can be connected to Nanjing Unicom, and the convenience of access and interaction is improved." ”

Huang Xianbin made an analogy, which is equivalent to "before it was a bilateral trade agreement, the two sides went to talk about each other", "Now it is a multilateral trade agreement, everyone abides by each other's agreement, and in the future, new subjects will not have to communicate with the original subjects one by one, but those who recognize this agreement can join in." He said that this is an exploration and attempt to the Internet architecture from top to bottom, and he hopes to continuously optimize and improve China's Internet architecture system.

Han Xia, chief engineer of the Ministry of Industry and Information Technology, said that the pilot of a new Internet exchange center in Shanghai will help to quickly dredge various types of network traffic nearby, improve the efficiency and performance of the Internet in Shanghai, the Yangtze River Delta and even the whole country, optimize and improve the top-level architecture of China's Internet, and then better promote the open sharing of network resources, reduce costs and increase efficiency of service enterprises, and form an industrial agglomeration effect and ecology to help the high-quality development of the digital economy.

Lingang New Area takes the initiative to explore and promote cross-border data flow and value-added telecommunications opening up

The construction of a new type of Internet exchange center will help improve the service quality and user experience of the Internet, and reduce costs and increase efficiency for enterprises. For local Internet access service providers, it facilitates the interconnection with basic telecommunications enterprises and content service providers, and simplifies multi-subject access methods; for Internet enterprises, it realizes the service quality improvement of local users, can better carry out multi-cloud interconnection and reduce costs; for IDC enterprises/cloud service providers, centralized network resources are conducive to the development of their own business.

The new Internet exchange center can provide development support for the "Internet +" industry. Zheng Rongliang, chairman of Shanghai New Internet Exchange Center Co., Ltd., said that it can provide high-speed switching network support for cross-regional industrial control, cross-border e-commerce, cross-border finance and other services that are sensitive to network latency; provide support for efficient networking capabilities for multi-cloud collaboration and cloud-side collaboration based on the Internet or enterprise private network; and provide support for large-scale traffic facilitation for real-time services that require traffic evacuation, such as short videos, 4K/8K HD video, and VR/AR.

The National Shanghai New Internet Exchange Center was inaugurated to optimize the top-level architecture of China's Internet

Located in the Lingang New Area, the Shanghai New Internet Exchange Center is the first and only pilot in Shanghai, with the goal of "being a key infrastructure for Shanghai to comprehensively promote the development of the Internet economy and promote the digital transformation of the city", and has the innovative characteristics of "new" operation mode, "new" access type, "new" interaction between new and old exchange centers, and "new" exchange center business.

The National (Shanghai) New Internet Exchange Center landed in Lingang New Area, which will effectively reduce the cost of network access and improve the quality of network interconnection through the network access method of "one-point access, multi-point connectivity", and drive the flow of capital, logistics, business flow and talent flow in the new area through the interconnection and agglomeration of network resources, and drive the industrial innovation agglomeration of the new area.

On the same day, a number of enterprises interested in accessing the national (Shanghai) new Internet exchange center such as International Data, SenseTime, Tencent, and CITIC Network signed a contract. China Academy of Information and Communications Technology and Shanghai Telecom officially launched the deployment of industrial Internet identity resolution national top node (Shanghai) Internet domain name J root image and service platform.

In the future, the innovative models of key industries in the new area, such as high-end industrial manufacturing, high-frequency financial transactions, and "Internet +", can achieve business penetration within the exchange center, and fully empower the digital transformation and integration development of the new area. At the same time, the exchange center itself will also rely on the advantages of the "test field" of the new area system innovation, and explore more interconnected innovative services through the integration and interconnection with new infrastructure such as the international Internet data dedicated channel, the 5G industry virtual private network, and the industrial Internet identity resolution system.

Wu Xiaohua, deputy secretary of the management committee of Lingang New Area, said that the new area will continue to do a good job in supporting service guarantee work by taking advantage of the pilot opportunity of the exchange center, seize the special future track of "digital economy", take the initiative to explore and promote cross-border data flow, value-added telecommunications opening and other benchmarking international rules, and accelerate the industrial development of the industrial Internet and intelligent manufacturing.
