As early as around 2000, China set up backbone direct connection points and Internet exchange centers (NAP) in Shanghai, Beijing and Guangzhou, realizing the interconnection of the backbone level of the Internet. Since 2013, through the addition of 13 backbone direct connection points, the backbone architecture of China's Internet has been optimized, and the performance between networks has continued to improve.
Since 2019, China has begun to launch a new type of Internet Exchange Center (IXP) pilot to explore and promote local regional-level network interconnection, improve network interoperability performance, and meet the needs of business development in the digital age. At present, the Ministry of Industry and Information Technology, combined with the overall architecture of China's Internet and the characteristics of industrial development, has officially approved the pilot projects of four new Internet exchange centers in Hangzhou, Ningxia, Qianhai in Shenzhen and Lingang in Shanghai.

Because the traditional architecture of China's Internet is the operator's network at the backbone level of interconnection, known as network interconnection, this architecture is one-on-one connection, in the development of the Internet, more and more contact subjects, resulting in higher communication costs. The new Internet exchange center can achieve one-point access and multi-point connectivity, and basic telecommunications enterprises and IDC enterprises can interact at this point, greatly improving communication convenience and network architecture efficiency, and saving access costs.
He said that for example, if a telecom user in Nanjing wants to access a mobile user or resource in Nanjing, according to the previous traditional Internet architecture, it is necessary to "go from Nanjing Telecom to Shanghai Telecom, Shanghai Telecom to Shanghai Telecom, and then from Shanghai to Nanjing Mobile to go around a circle", "Because the interconnection is at the backbone layer, not in the local area, so it is necessary to go to Beijing, Shanghai, and Guangzhou where there are backbone points, and the network efficiency will be delayed." ”

In the future, the innovative models of key industries in the new area, such as high-end industrial manufacturing, high-frequency financial transactions, and "Internet +", can achieve business penetration within the exchange center, and fully empower the digital transformation and integration development of the new area.
