The abstract shows that the user terminal receives the detection signal sent by the management satellite and sends it a breathing signal carrying its own information. Through the above operations, the management satellite or ground station can uniformly dispatch the service satellite for the user terminal service. When the service satellite is switched, the step of negotiation between the satellites is omitted, saving signaling overhead, and making the satellite communication experience of the user terminal smooth.
