Upgraded to a severe tropical storm! Hainan issued a typhoon "Rey" prevention notice →

The reporter learned from the Meteorological Department of Hainan Province that this year's No. 22 typhoon "Rey" has been strengthened from a tropical storm level to a strong tropical storm this morning, and at 20 o'clock its center is located on the northwest Pacific Ocean, about 1680 kilometers south-east of Manila, the Philippines, that is, 8.0 degrees north latitude and 134.9 degrees east longitude, the maximum wind near the center is 11 (30 m / s), the minimum pressure of the center is 980 hPa, the radius of the seventh wind circle is 180-300 kilometers, and the radius of the tenth wind circle is 30-50 kilometers.

It is expected that the intensity of "Rey" will continue to increase, reaching the strongest level of strong typhoon or super typhoon level (14-16, 45~52 m/s), will move in a west-northerly direction at a speed of about 25 kilometers per hour, gradually approaching the coast of the northern part of Mindanao in the Philippines, passing through the southern Philippine Archipelago on December 17, moving into the southeastern sea of the South China Sea on December 18, and directly attacking the waters near the Nansha, Zhongsha and Paracel Islands on December 18-21.

It is expected that due to the joint influence of "Rey" and cold air, there will be strong wind and rain in the southern and central waters of the South China Sea from the afternoon of December 17 to 21. The specific forecast is as follows:

On the surface of the sea near the Spratly Islands, the winds were 10-11 and gusts were 12-13 in the afternoon of December 17 to 18, and increased to 12-13 and gusts from the afternoon of December 18 to 19 during the day, of which the nearby sea surface through the center of "Rey" had rotating winds of 13 to 14 and gusts of 15 to 16; on the night of December 19, it gradually weakened to 7-8 and 9 gusts; and from December 20 to 21, it continued to weaken to 6-7 and 8.

In the sea near the Zhongsha Islands, the winds are 7-8 and gusts are 9-10 from the afternoon of December 17 to 18, and gradually increase to 11-12 and 13-14 from December 19.

On the surface of the sea near the Paracel Islands, the winds were 6-7 and 8 from the night of December 17 to 18, and gradually increased to 11-12 and 13-14 from the night of December 19.

In the eastern and southern seas of Hainan Island, the daytime winds were 6-7 and 8 gusts from the night of December 17 to 19, and increased to 7-8 and 9 from the night of December 19 to 21.

Qiongzhou Strait, Beibu Gulf sea surface and hainan island western sea surface, December 17 to 21 wind force 5 to 6, gusts 7.

In addition, from the night of December 17 to 21, there was heavy rain to heavy rain in the sea near the Nansha, Zhongsha and Paracel Islands.

Due to the complex path of Typhoon Rey

In order to do a good job in typhoon prevention

Ensure the safety of people's lives and property

Hainan issued a typhoon "Rey" prevention notice

On the afternoon of December 14, the Office of the Provincial General Headquarters of The Three Defenses issued the "Notice on Doing a Good Job in Preventing Typhoon Rey No. 22" (hereinafter referred to as the "Notice"), requiring all cities, counties and departments to pay close attention to the implementation of defensive measures, especially to resolutely overcome the idea of flood prevention and wind prevention and paralysis, and effectively take measures to prevent wind from ships at sea.

The "Notice" requires that meteorological and marine departments should encrypt forecasts and early warnings, and timely release forecast and early warning information to relevant cities, counties, units and the public. All coastal cities, counties, and departments (units) should pay close attention to weather forecasts, promptly initiate emergency responses in their own localities and departments (units), strengthen emergency duty duty at an appropriate time, and resolutely overcome the careless thinking of flood prevention and wind prevention in the critical period of emergency management work assessment, and pay close attention to the deployment and implementation of various defensive measures.

The "Notice" requires that wind protection measures be taken for ships at sea. All coastal cities and counties and relevant departments should learn the lessons of the strong typhoon "Butterfly" in 2013 and earnestly take measures to prevent wind from ships at sea. The Provincial Department of Agriculture and Rural Affairs and the Hainan Maritime Safety Bureau shall, in accordance with their duties, issue early warning information to passing vessels and fishing vessels operating at sea, promptly supervise fishing vessels operating in the affected waters to enter the port to avoid the wind, and remind merchant ships and other maritime vessels to take precautionary measures in advance. The Provincial Department of Agriculture and Rural Affairs should strengthen the dynamic monitoring of fishing vessels operating at sea, supervise and urge all coastal cities and counties to do a good job in law enforcement supervision, strictly prevent fishing boat fishermen from going out to sea against the wind, going out to sea with a single boat, closing the Beidou and other violations of laws and regulations, and promptly report to the Provincial Three Defense Offices on the return of fishing vessels to port. The industry supervision departments of other types of ships such as tourism, culture, transportation, etc. should guide and urge cities and counties to do a good job in windproof measures for vessels in their respective regulatory fields.

The "Circular" also requires that preparations for emergency rescue at sea be made. The Hainan Maritime Safety Bureau should make preparations for maritime rescue in advance and deploy emergency teams and equipment in a timely manner; relevant units such as unit 92830 should make preparations for coordinated rescue in advance.

Why are there typhoons in winter?

Can "Rey" become

The latest typhoon to make landfall in our country?

Let's take a look at the analysis of meteorological experts

Winter typhoons are rare

Only two have landed in our country since 1949

December is already winter, why are there any typhoons? According to Hu Xiao, chief meteorological analyst of China Weather Network, although many places on land in China have entered winter in December, in the tropical ocean, the temperature and sea temperature are still high, and there are conditions for generating typhoons.

Throughout the year, the number of typhoons generated in winter (December to February) is small, with an average of less than 2 typhoons per year. These three months coincide with the New Year's Eve, so they also include the earliest first stage and the latest last stage. Among them, the earliest initial typhoon was Typhoon Alice No. 1 in 1979, which was formed at 8 o'clock on January 1, and the latest typhoon was Typhoon Su Li no. 23 in 2000, which was generated at 8 o'clock on December 30.

There are not many typhoons generated in winter, and even fewer ones make landfall in China. Hu Xiao said that in winter, the heat in the northern hemisphere further decreases, the sea temperature continues to decline, the subtropical high pressure lags in the south, the conditions of the typhoon generation source are poor, and the cold air in the north is active, which is not conducive to the typhoon landing. Therefore, the winter typhoons that make landfall in China are very rare, and there have been only 2 since 1949, namely Typhoon Irma No. 27 in 1974, which landed in Taishan, Guangdong on December 2, and Typhoon Nanmadu in 2004, which landed in Pingtung, Taiwan on December 4.

Rey weakened as it moved north

Whether to land in our country is still in suspense

Will Typhoon Rey make steady westward travels in the next few days and will enter the South China Sea, will it make landfall in China? Hu Xiao introduced that after entering the South China Sea, the "Rey" variable is relatively large, and from December 21 to 22, it may be relatively close to South China, but due to the deterioration of sea temperature and other conditions when going north, the closer it is to the mainland, the weaker the intensity will be. As for whether it will eventually land or dissipate in the northern South China Sea, it needs to be seen closely. If Rey makes landfall, it will become the latest typhoon to make landfall in our country since meteorological records have been recorded.

From the perspective of impact, from the evening of December 17, there will be obvious wind and rain in the southern sea area of China. If the path of "Rey" is more northward in the later period, it may bring some precipitation weather to South China, which is beneficial to alleviate the local meteorological drought and reduce the risk of forest fires.
