Soviet expatriates living in various parts of the country were deported

On December 14, 1927, the Nationalist government in Nanjing issued an order severing diplomatic relations with the Soviet Union, claiming that "the reason for the Guangdong incident on the 11th of this month was the place where the Communist Party's Soviet consulate and its state-run commercial organs manipulated the instructions." Other provinces also have concerns about outbreaks. For the sake of public security, all Soviet consuls stationed in the provinces shall be abolished, and all Soviet state organs in all provinces shall be ordered to cease operations.

On the 15th, Foreign Minister Wu Chaosu went to the Consulate General of the Soviet Union in Shanghai, where he handed off the national transportation and restricted the Soviet consul from leaving the country within one week. On the same day, the Ministry of Foreign Affairs drew up three measures for the termination of diplomatic relations between China and the Soviet Union: the consul was revoked, and the consular personnel left the country within a time limit; all State-run commercial organs of the Soviet Union were ordered to stop business; and the total number of Overseas Chinese of Soviet nationality was examined in detail, and all Soviet overseas Chinese should receive overseas Chinese licenses. Subsequently, cases of searches and occupations of Soviet consulate premises, surveillance, arrest and killing of Soviet diplomats and Soviet nationals occurred one after another.
