Why did Liu Xuan set the rule in Qu'a? He was no less courageous than Liu Biao, and had fought against the powerful enemy Yuan Shu!

When Liu Xuan was appointed as the Assassin of Yangzhou, except for the one that occupied the legal principle from Chang'an, or the edict of Li Daiguo feng to control the imperial court, he had almost nothing, not even the road to the south, and Shouchun, the garrison of the Yangzhou Assassin History, was occupied by Yuan Shu, who had generals and soldiers.

The plight of Liu Miao, who was about to take office as the Assassin of Yangzhou, was similar to the scene four years ago (190) when Liu Biao, another clan member, went to Jingzhou to serve as an assassin: yuan shu was entrenched in Nanyang, the only way for Liu Biao to go to Jingzhou; inside, there were local officials who dominated the local area according to the militia and the clan thieves prevailed. Therefore, Liu Biao had to ride alone to Jingzhou to take up his post, obtain the support of the Hao clan and cai clan of Jingzhou in Yicheng, and booby-trap the local clan leader to gain a foothold. Four years later, Liu Shu's situation in Yangzhou was almost the same as Liu Biao's: yuan shu tun bing shouchun (county name, belonging to Yangzhou Jiujiang County, Jiujiang County, Yangzhou county, the seat of governance in present-day Huainan Shou County, Anhui), sealed Liu Shu's way south, and yuan shu controlled Jiujiang, Danyang and other Yangzhou counties. Therefore, Liu Xuan did not go to Shouchun to take up his post, but crossed the river to Jiangdong and set up another prefecture. "Three Kingdoms Chronicles, Wu ShuSI, Liu Shu TaiShi Ci Shi Xie Biography": When Yuan Shu was in Huainan, he was afraid and afraid of the state. Wanting to cross the river south, Wu Jing and Sun Ben welcomed Qu'a (the name of the county, belonging to Wu County, Yangzhou, and the seat of government was in present-day Danyang City, Zhenjiang, Jiangsu).

The size of Yangzhou was divided into two parts, the yangtze river, north and south, but Liu Xuan simply chose Qu'a as his new state capital, for the following reasons.

First, the situation in Yangzhou.

The Yangzhou (Thorn History Department) in the Book of Later Han administered the six counties of Jiujiang, Danyang, Lujiang, Huiji, Wu, and Yuzhang, as well as the ninety-two counties of Shouchun, Wanling, Anhui, Shanyin, Wu, and Nanchang (Houguo). Jiujiang Taishou Chen Ji was a general of Yuan Shu's department, Danyang Taishou Wu Jing was recommended by Yuan Shu, all of whom were ordered by Yuan Shu; Lujiang Taishou Lu Kang, Huiji Taishou Wang Lang, and Wu Juntaishou Xugong were either appointed by the imperial court or opposed by Yuan Shu, all of which were opposed to Yuan Shu; Yuzhang Taishou Zhuge Xuan was undecided. And Pei Songzhi's annotation "Romance of the Three Kingdoms" quotes the "Xiandi Chunqiu": At the beginning, Yuzhang Taishou Zhoushu died of illness, and Liu Biaoshang Zhuge Xuan was Yuzhang Taishou and ruled Nanchang. Zhuge Xuan, if it is Signed by Yuan Shu, is to serve Yuan Shu; if it is recommended by Liu Biao, it is to resist Yuan Shu. All in all, Jiujiang County, located in the Jiangbei region, and Danyang County in the Jiangdong region were occupied by Yuan Shu, while Lujiang County, Huiji County, Wu County, and Yuzhang County in the Jiangdong region were not under Yuan Shu's control. Therefore, compared with the Jiangbei region of Yangzhou, the Jiangnan region of Yangzhou still has room for development. Therefore, Liu Xuan crossed the river to Jiangdong.

Second, the situation in Qu'a.

Qu'a County, from the beginning of the fifth year of Zhongping (188), was a county under the jurisdiction of the prefecture, and it belonged to Wu County. Wu Jun's Taishou XuGong not only shared the same surname as Xu Shao, a loyal follower of Liu Shao, and had a personal relationship with Xu Shao's cousin Xu Jing, but also opposed Yuan Shu across the river. Qu'a's geographical location is quite special: it is located on the south bank of the lower reaches of the Yangtze River (Jiangdong), facing the vast Yangtze River in Guangling County, Xuzhou, in the north, and facing yuan shu in the north of the Yangtze River, occupying a geographical advantage. In addition, although Qu'a was under the jurisdiction of Wu County, it was under the control of Wu Jing on the northern edge of Danyang County. Therefore, Liu Xuan chose Qu'a as the new seat of governance in Yangzhou.

Third, the situation of Wu Jing and Sun Ben.

Wu Jing was Sun Jian's brother-in-law, who was attached to Yuan Shu after Sun Jian's death (191) and was listed by Yuan Shu as Danyang Taishou; Sun Ben was Sun Jian's nephew, and after Sun Jian's death and Yuan Shu migrated to Shouchun to join Yuan Shu, first leading the History of Yuzhou and then transferring to Danyang Duwei. During the period when Wu Jing was Danyang Taishou and Sun Ben was the governor of Danyang, Danyangjing County occupied Zulang and the neighboring Wucheng County, focusing on Yan Baihu, Qian Tong, Zou Ta and other Danyang Sect Commanders. Therefore, Wu Jing, as a Taishou, could not control the entire territory of Danyang at all, and Sun Ben, as a lieutenant, could not suppress Danyang Zongshuai at all. Therefore, the jurisdictions under the command of Wu Jing and Sun Ben were mainly concentrated in the area of Qu'a County, which combined the northeast of Danyang with the northern part of Wu County.

Liu Sui, who held the edict of emperor Xian of Han, reached Jiangdong through hardships and dangers, and re-established the yangzhou new seat in Qu'a County. At this point, one Yangzhou has two pastors, Yuan Shumu jiangbei, and Liu Shumu jiangnan.

Liu Sui, as the Assassin of Yangzhou appointed by the Eastern Han Dynasty court, could not take up his post at the Jiangbei Zhi office in Yangzhou, but could only cross the river to Yangzhou Jiangnan to open a new administrative office.
