On the same day, Hunan Province held a health emergency and emergency medical rescue training class, Hunan Province on-site rescue science popularization humanistic roadshow competition, etc., and released a new book of on-site rescue knowledge and skills of "First Time", "First Scene" and "First Witness".

One year of legislation, 150,000 volunteers were trained

Surveys have shown that more than 500,000 people in China suffer cardiac arrest every year, and the success rate of medical rescue is less than 1% due to the lack of effective on-site rescue within 4-6 minutes. During the golden ambulance time, ambulances and professional ambulance personnel often cannot arrive, and the "first witness" who understands first aid and can save people is the most likely to save lives. On November 1, 2020, the Regulations of Hunan Province on On-site Ambulance (hereinafter referred to as the Regulations) were officially promulgated and implemented, and Hunan became the first province in China to separately legislate for "on-site ambulance". At the same time, the on-site ambulance first witness management system is put into operation, through which training applications, student registration, learning punch cards, and theoretical assessments are carried out, and information management is effectively given to students, tutors, classrooms, and training assessments.

At present, the province has trained 3632 backbone tutors, and the first witnesses of on-site ambulance registered on the platform and passed the assessment have exceeded 150,000, injecting new strength into the on-site rescue in Hunan Province, and these volunteer "saviors" will play an active role in the life and health of the people in the "first scene" and "first time".

On-site first aid knowledge and skills learning are incorporated into the teaching plan

In April this year, the Hunan Provincial Health Commission issued the "Hunan Provincial First Eyewitness Action Implementation Plan for On-site Rescue", according to the work content proposed in the plan, Hunan Province organized experts to compile and publish a training manual for the first witness of on-site rescue, published a wallchart of first-aid knowledge of on-site rescue first-aid first-eyewitness action, incorporated on-site first-aid knowledge and skills learning into the teaching plans and teacher training plans of various types of schools at all levels, and incorporated into the reading books of primary schools, junior high schools, high schools (including secondary vocational schools), colleges and universities (including higher vocational colleges). It has also established 301 medical institutions such as Hunan Provincial People's Hospital as the first witness training base for on-site rescue in Hunan Province.

In order to comprehensively improve the people's on-site first aid capabilities, a new book launch was also held at the meeting. Experts from Hunan Provincial People's Hospital and Hunan Provincial Institute of Emergency Medicine have compiled three popular science books based on the "Three Ones" theory: "First Witness - On-site First Aid Guide" to help everyone become a qualified "first witness" in on-site first aid, which can minimize injuries and save their own lives and others' lives at critical moments; "First Scene - Common Sense of Life You Must Know" helps everyone to carry out the risk and assessment of the first scene and the on-site grasp of special groups. Quickly master the knowledge and skills of different first-hand ambulances; "First Time - You Must Be Faster Than 120" helps everyone face trauma, accidental injuries, and sudden illnesses in the first time, saving lives, stabilizing diseases, reducing disabilities, and alleviating pain in the first time.
